- The consultant will facilitate the achievement of the following objectives: - The overall operational efficiency and quality of the team is improved through enhanced organization, monitoring and coordination. - Contracting documents (e.g., proposals, implementation planes, budgets, concept notes, correspondence, reports and work plans) are developed in a timely manner while maintaining high quality. - Improved relationships and communication with Implementing Partners and donors.

- 6 months**Responsibilities**:
- Operations: Identifies challenges and propose internal process improvements for the Baseline Science Studies. Advises management on program and operations effectiveness. Identifies optimal arrangements for contracting and interacting with the Climate Change Division administrative and financial team. - Budget: Reviews financial reports from Implementing Partners. Supports programmatic reporting to donors. - Communications: Effectively communicates project requirements to Implementing Partners. Corresponds with Implementing Partners on contractual issues. Corresponds with Baseline Studies Manager and UNEP administrative team regarding contract and legal negotiations. Supports on internal communications such as weekly IMEO team meetings. - Contracts: Works with Climate Change Division administrative team to provide support on effective contract and procurement activities. Assists with due diligence of implementing partners; assists with drafting of PCA and SSFA agreements, procurements, routing slips, contract extensions, and close-out of contracts. Assists with drafting and reviewing Implementation Plans and Budgets as needed to support contracting processes. Coordinates with Implementing Partners to ensure that the terms of Agreements and details on budget and implementation plan are agreed upon. Supports competitive procurement processes following the UNEP Partnerships Policy. Monitors version control and document management of agreements for internal records. Provides quality control check on the completeness of reporting and use of proper templates. - Project management: Monitors project development and execution and ensure alignment with project timeline and objectives. Manages internal tracking systems for reporting efforts, ensuring accuracy and consistency in project records and documentation. Identifies and communicates project risks to the Baseline Studies Manager and support risk mitigation planning, action, and monitoring. Proactively identifies and address challenges in project implementation through effective coordination with internal and external stakeholders. Supports and coordinates with other team members on ad hoc tasks such as travel of meeting participants. - Donor reporting (20%): Works with the Climate Change Division administrative team to prepare donor substantive reports in compliance with donor requirements by collaborating internally with various IMEO team members to collect relevant information and input.
- Qualifications/special skills
- Required: Bachelor’s Degree preferably in administration, business, finance, environmental studies, or similar. Desired: Masters in Business and Administration or similar degree. Minimum of 5 years of professional experience in programme management or assistance required. Experience in contractual documents preparation, coordination and reporting for development projects funded by international donor agencies is required. Experience supporting international contracts and procurement is required. Knowledge of the UN system is desired.
- Languages
- Fluency in French and English is required for this position. Working knowledge of any other local languages will be an asset.

- Cross cutting support to the operation of the team - Identify internal process improvements and optimal contracting strategies for Baseline Science Studies, advising on program effectiveness. Budget management - Compile and review financial reports from Implementing Partners and assist in preparing programmatic reports for donors. Communications - Create a communication framework for project requirements and contractual issues with Implementing Partners, and support internal communications including team meetings. Contracts development and management - Supports contract and procurement activities, including drafting agreements, overseeing due diligence, and ensuring compliance with UNEP policies and document management. Project management - Monitor project execution against timelines, maintain accurate project records, identify and mitigate risks, and coordinate support for team members on various tasks. Donor reporting - Collect relevant information and input on IMEO’s activities and performance from various teams, including tracking outputs, outcomes, key performance indicators (KPIs), and milestones.
