Global Regulatory Policy (‘GRP’) is responsible for establishing HSBC’s Group level, and certain regional level, regulatory capital policies, and for advising the firm’s business lines of the impact of these policies upon transactions and new products.

GRP provides technical regulatory support and guidance to functions, businesses, and legal entities across a wide range of transactions and regulatory issues, providing challenge and governance to mitigate regulatory risk. GRP continuously monitors new rule developments and other ongoing changes to the prudential regulatory landscape. GRP covers all aspects of prudential interpretation, including risk weighted assets (RWAs), capital resources, and the leverage ratio, across a full range of risk areas e.g. credit risk, counterparty credit risk, securitisation, market risk, liquidity risk etc. GRP is currently organised as a global team with a physical presence in the UK, US, Hong Kong, France, India, Canada and Mexico.

This is an exciting new opportunity to join the GRP team responsible for Continental Europe, covering HSBC’s activities in France, Germany, and Malta. The role will predominantly focus on the upcoming implementation of the Basel 3 Reforms in Europe. The role holder will be the primary point of contact on the upcoming CRR3/CRD6 banking package in the EU. The role holder will be responsible for tracking the changes and coordinating with a large range of stakeholder to anticipate their implementation. The role is based in Paris La Défense.

Key responsibilities of the role are to:

- Track regulatory changes arising from the Basel 3 Reforms in the EU and perform a traceability exercise to identify new areas of interpretations or previous interpretations to be revisited;
- Formulate the European-level regulatory policies accordingly, providing detailed practical guidance, distributed to a wide range of stakeholders, and seek their approval through appropriate governance;
- Contribute to GRP’s horizon scanning activities and ensure all stakeholders are informed timely and accurately of the upcoming changes;
- Support internal or external impact assessments, as applicable;
- Provide technical support and guidance to both functions and businesses.

Requirements
- Strong technical knowledge of Basel and EU prudential regulations on regulatory capital and RWAs;
- Proven ability to act as an advisor and challenger to stakeholders on all aspects of regulatory policy;
- Strong control mind-set with the ability to support other control functions who are responsible for ensuring regulatory requirements are followed;
- Professional approach and presentation, ability to manage a wide range of stakeholders including senior management, prioritising competing deliverables
- Excellent communication skills, both written and verbal; ability to summarise and present in simple terms; and
- Ability to formulate and articulate defensible interpretations of ambiguous rule text.
