Position Overview

The Grants Finance Specialist will oversee various responsibilities within the Grants Finance division, acting as the primary financial liaison for projects.

Location and Reporting Structure

This role will report directly to the Senior Finance Officer, Grants and will be based in the designated operational area, with a requirement for regular field visits.

Key Responsibilities

  • Collaborate with the Senior Finance Officer to ensure that all grants managed by the organization comply with local laws and donor regulations.
  • Prepare and disseminate a checklist of donor reporting and procurement requirements to relevant partners and team members.
  • Facilitate capacity-building workshops for implementation partners and actively participate in inception meetings to outline financial requirements.
  • Contribute to the monthly financial close-out process for transactions associated with the Grants unit.
  • Oversee the monthly review of partner data for compliance and verification, entering the necessary accounting information into the financial system.
  • Lead the budgeting, reporting, and auditing processes for assigned projects, ensuring effective financial management and collaboration with project leads.
  • Generate monthly financial progress reports, analyzing variances and ensuring accurate financial data is provided for quarterly reporting.
  • Assist in the annual budget preparation process, providing necessary insights for project budgets.
  • Conduct monthly and quarterly financial analyses by themes and submit findings to senior management as required.
  • Participate in resolving various financial system issues.
  • Manage the integration of the Award Information Management System (AIMS) with the financial software.
  • Support the design and development of budgeting and reporting templates using analytical tools.
  • Contribute to the procurement committee by providing necessary inputs in line with internal procedures.
  • Authorize procurement requests and travel forms according to established authority levels.
  • Engage in recruitment processes, including the development of relevant assessment materials.
  • Coordinate with the Chief Financial Officer and relevant personnel on proposal and budget development for new and existing projects.
  • Facilitate the due diligence process for potential new partners.
  • Assist in the preparation of quarterly reports and respond to information requests from the Head Office.
  • Continuously seek to enhance the effectiveness of the Grants unit through innovative approaches and process automation.

Qualifications

Essential Education:

  • Master's degree in International Development, Accounting, Finance, or Public Administration, or a related field.

Special Skills & Knowledge:

  • Certification as a Certified Accounting Practitioner (CAP) is required.
  • ACCA or CIPA qualifications are preferred.
  • High proficiency in Microsoft Excel and Word.
  • Experience with Enterprise Resource Planning (ERP) systems, particularly Microsoft Dynamics Business Central, is essential.
  • Strong communication and facilitation skills.
  • Ability to work independently and manage multiple tasks.

Work Experience:

  • A minimum of five years of experience in a grants finance role supported by donor funding.
  • Experience with USAID, GIZ, EC, and SDC donors is advantageous.

  • Fluency in English and Tajik is essential; proficiency in Russian is a plus.
