About the Role:
As a key player in the global procurement landscape, the European Procurement Organization (EPO) utilizes its technical expertise to create optimal Total Cost of Ownership (TCO) solutions, ensuring the resilience of ArcelorMittal's supply chain while delivering effective and dependable services to internal stakeholders.
Location: Dunkerque
Key Responsibilities:
- Establish and implement contracts that meet user expectations regarding equipment quality, availability, and TCO, particularly focusing on decarbonization initiatives, in alignment with ArcelorMittal's guidelines and values.
- Oversee the capital expenditure procurement process in collaboration with the Project Manager, Lead Buyer, and other team members, from the initial definition of the purchasing strategy to the finalization of contract execution, including:
- Defining the appropriate purchasing strategy (e.g., turnkey, lotting).
- Selecting suitable vendors for the tendering process.
- Managing the tendering process to ensure thorough offer handling, technical evaluation, and the selection of the best proposals based on equipment quality, availability, and TCO.
- Ensuring adherence to procurement timelines and regulatory compliance, as well as the design and negotiation of contracts.
- Leading final negotiations to secure contracts that optimize purchasing performance and TCO.
- Crafting contracts that align with General Conditions for Capital Purchases.
- Secure approval for negotiation outcomes following ArcelorMittal governance.
- Document project progress in the Capex Tool.
- Implement AMP Quality Management Policy and objectives within the designated area.
- Identify synergies and collaborate with other Project Buyers or Procurement Managers to bundle project negotiations when feasible.
- Enhance certain RFQs by introducing new suppliers.
- Conduct cost analyses and benchmarks for projects to present optimized solutions.
- Share insights and lessons learned from previous experiences with the team.
- Coordinate procurement activities related to projects with corporate Capex (ArcelorMittal Capital Goods) and EPCM.
- Oversee supplier evaluation processes within the area of responsibility and report findings to Vendor Management.
- Manage claims effectively.
Candidate Profile:
- Master's degree in Engineering or a Technical field such as Mechanics, Electricity, or Civil Works, or equivalent experience.
- Fluency in English and French.
- 3-5 years of experience in procurement, particularly as a Capex Buyer, or in Engineering or Site Operations/Maintenance.
- Strong commercial and legal acumen.
- Ability to adapt flexibly to various working scenarios.
- Dynamic, persistent, capable of working independently and taking initiative.
- Excellent communication skills.
- Proficient in Office Databases (Excel, Word, PowerPoint) and SAP.
- Strong interest in decarbonization topics.
