The Statistics and Data Directorate

The Statistics and Data Directorate (SDD) ( provides statistics and data on a comparable basis and from a variety of sources to analysts, policy makers and members of civil society. SDD also develops new metrics and innovative digital tools to address emerging policy issues, leads the development of international statistical standards, advances statistical methodology and co-ordinates statistical and data-related activities within the Organisation and with other international organisations. The Directorate currently employs more than 90 staff members who support statistical work across a broad range of policy areas.

The National Accounts Division (NAD) in SDD works on national (including financial) accounts and on the System of Environmental-Economic Accounting (SEEA). NAD is looking for a Data Analyst / Researcher who will contribute to its statistical work programme on the environment and climate change. This will include the development of new statistical data and indicators, the maintenance of current databases, conceptual and methodological research on environmental-economic accounting, and collaboration with policy experts. The successful candidate will report to a Head of Unit and collaborate actively with colleagues across the Division and in the Directorate.

Job Description

Main Responsibilities

Environmental-economic accounting and data work
  • Maintenance of the annual air emissions accounts, mineral and energy resources, and physical energy flow accounts. This will also entail the validation of national data collected through the annual global joint questionnaires.
  • Contribute to the development of estimation methods to fill existing gaps in GHG emissions.
  • Maintenance and further development of the global environmental-economic accounting databases for aviation and maritime transport GHG emissions.
  • Collaborate with experts using these data for modelling and projects, and with those in charge of compiling sustainable indicators.
  • Undertake conceptual and methodological research on environmental-economic accounting and sustainable development, and prepare draft papers, either targeting a technical audience, policymakers, or the general public. Participate in econometric research projects involving environmental statistics/accounts.
Communication, liaison and other duties
  • Liaise with countries, other international organisations and other experts in the OECD and act as a focal point for countries on the maintenance, updating and further development of relevant databases.
  • Represent the OECD in international meetings, attend webinars and internal meetings to present OECD work and share insights.
  • Contribute to the organisation of technical workshops.
  • Contribute to the development of tools, products, presentations and other communication materials, to disseminate data, indicators, and analytical results.
  • Contribute to other data-related or analytical projects that may arise within the biennium.
Qualifications

Ideal Candidate Profile

Academic Background
  • An advanced university degree or equivalent qualification in statistics, economics, econometrics, environmental sciences or a related field.
Professional Background
  • At least two years of relevant experience in working in the production and/or use of policy-relevant statistics, including documentation on sources, definitions, coverage, methodology, reliability and comparability gained in national administration, research organisation and/or international organisation.
  • Experience in collecting and analysing data and information and in developing appropriate analysis to strengthen the evidence base.
  • Proficiency in working with large databases and with software and systems to manage those databases (including OECD, Eurostat, UNSD, UNFCCC, EMEP, FAO, WCMC, IUCN).
  • Experience in drafting high-quality reports in English or in French.
  • Experience with data visualization and in summarising complex datasets to communicate key messages to non-expert audiences.
Tools
  • Excellent programming skills (e.g. STATA, Visual Basic). Experience in Phyton and R would be an advantage.
  • Excellent knowledge of Microsoft Office (Excel, Word, Powerpoint).
  • Good knowledge of visualisation tools (Flourish, Power BI, R Shiny, OECD Chart Builder) would be an advantage.
Communication and Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.

Contract Duration
  • Two-year fixed term appointment, with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

  • Depending on level of experience, monthly salary may start at 5 741.55 EUR, plus allowances based on eligibility, exempt of French income tax.
