LEWhat will be your role?
  • Discussion about the implementation of Article 6 of the Paris Agreement and the significant increase in volumes traded in voluntary markets are driving interest in carbon credits and growing requests from the AFD group.
  • Carbon finance offers opportunities for additional and long-term financing towards mitigation projects and overall development, for engaging the private sector, and for measuring project effectiveness. However, there are still many challenges to overcome to make it a functional and virtuous mechanism that supports countries' decarbonization trajectories.
  • This expertise can also be used for the development of Biodiversity Certificates.
Main missions
  • Structure the support offer for partners (States, public or private project developers) in collaboration with the three entities of the Group.
  • Initiate AFD and PROPARCO operations mobilizing carbon credits and participate in project teams.
  • Monitor the subject and participate in international working groups (carbon credits and biodiversity certificates), develop partnerships.
  • Develop the internal skills of the AFD Group.
  • Contribute to internal work at AFD on sustainable finance.
Main activities
  1. 1. Structure the Group's offer on Carbon Credits
    Formulate a roadmap involving the different entities and departments of the group and coordinate an AFD Group working group.
    Prospective in connection with ISR: clarify the role of markets and carbon finance for AFD by 2030.
    Identify the potential for the AFD Group, across all sectors.
    Identify the financial and HR resources required and propose to COMEX for a decision.
  2. 2. Initiate AFD operations, PRO mobilizing carbon credits and participate in project teams
    Identify with project leaders and Proparco business development officers the projects most likely to experiment with carbon finance mechanisms and/or biodiversity certificates, or other innovative mechanisms.
    Propose tools dedicated to project teams.
    Mobilize available resources to implement pilot initiatives.
    Ensure the quality and integrity of projects and the proper application of the group's intervention principles.
    Recruit and monitor external expertise needed to accomplish its mission.
  3. 3. Monitoring, representation of the Group internationally, partnerships
    Conduct monitoring work (publications, web, working groups) on carbon market news (voluntary and compliance markets), international initiatives, progress by AFD's partner countries on these subjects.
    Participate in the most relevant working groups and external governance initiatives.
    Coordinate with working groups related to biodiversity credits (including IAPBC).
    Organize and participate in external events.
    Identify the most relevant partners: NGOs, governance initiatives, other development banks, think tanks, research institutes.
  4. 4. Develop the skills of the AFD Group Monitor and represent the Group internationally
    Enhance and update current AFD framing notes and doctrines, internally and externally.
    Propose awareness and operationalization materials.
    Develop and conduct internal training.
  5. 5. Contribute to internal AFD projects
    Contribute to the Group's RSO policy and identify opportunities to mobilize its own compensation credits.

If necessary, contribute to working groups on implementing the European taxonomy and ESG accountability and integrating climate and nature risks.

Who are we looking for?
  • Required expertise
    Knowledge of carbon offsetting principles and markets.
    Knowledge of sustainable finance/green finance and related regulations.
    Understanding of decarbonization challenges.
    Proficiency in the financing cycle of a project involving carbon credits.
    Familiarity with biodiversity certificates is a plus.
    Strong proposal and persuasion skills.
    Ability to analyze and synthesize information.
  • Skills
    You have confirmed knowledge and professional experience in the field of green finance and carbon finance in France and/or abroad. You have an understanding of the strengths and weaknesses of these markets and the project finance cycle involving carbon credits, an ability to analyze the issues associated with implementing these markets, COP negotiations, and within partner countries.

    Human/Relational Qualities
    You have demonstrated collaborative management abilities and interpersonal skills consistent with the human aspect of this position, and the ability to communicate with ministries and peers at international events.
    You are recognized for your proposal skills.
    You have a synthesis mindset and strong writing abilities.
    You are autonomous.

    A minimum of 5 years of professional experience is required for this position.

    The position also requires fluent English, both oral and written.
