Purpose

As ITER Construction Contract Manager, you will be responsible for ensuring Construction Contracts have transparency with relevant stakeholders, schedule and cost, and risks and opportunities.

You will work closely with all 10 Program Managers under the Construction Project Office.

Background

Construction Project Office (CPO) is a key organization within the ITER Construction Project Department in terms of scope, schedule and cost control. Main cost driver of the Construction activities is assembly and installation contracts. Construction Contract Manager will work closely with the Program Managers / Project Leaders under the leadership of Construction Project Office Head, and supports execution of the contracts through implementation of robust schedule and cost control, in close collaboration with Project Control Managers from Finance and Project Control Division. The Construction Contract Manager also implements robust risk mitigation measures to avoid schedule slippage or cost overrun.

Key Duties, Scope, and Level of Accountability

• Oversees and monitors performance of major Construction Contracts, and Provides Contract Management guidance in terms of risks management to each Program Manager in continuity during Project evolution;
• Anticipates external events out of Program Managers governance, and proposes solutions;
• Conducts independent assessments, and provides strategies on construction and contract management matters to achieve control of the risks and generate through it potential opportunities;
• Pays special attention to key components deliveries from the Domestic Agencies, and coordinates with quality and financial teams, as well as Programs' Manager effective mitigation measures in case of deviation on quality or need date for assembly;
• Follows consultation and preparatory meetings with quality, financial teams and Programs' Manager, liaises with the DA's to resolve any quality issue or delays to components manufacturing; and negotiates scope transfer to the IO – if needed – to assure the IO assembly need date;
• Supports the resolution of contract claims and / or disputes, in collaboration with Legal partners;
• May be requested to perform other duties in support of the project;
• May be required to work outside the ITER Organization (IO) reference working hours, including nights, week-ends and public holidays.

Measure of Effectiveness

• Efficiently supports the management of key deliveries from the Domestic Agencies;
• Identifies and solves or escalates critical issues and risks to the Head of Construction Project Office, in a timely manner;
• Performs analysis and independent assessments to define risk mitigation strategies and solutions;
• Implements risks / opportunities management techniques for the monitoring of the installation and procurement contracts in compliance with risks control strategy implementation.

Experience & Profile

• Professional Experience:
  • Minimum 10 years' experience in Project and Construction Management of Plant and Machine Assembly in the field of nuclear installation within complex international environments or projects.
• Education:
  • Masters' degree or equivalent in Mechanical or Nuclear Engineering field or other relevant discipline;
  • The required education degree may be substituted by extensive professional experience involving similar work responsibilities and/or additional training certificates in relevant domains.
• Language requirements:
  • Fluent in English (written and spoken).
• Technical competencies and demonstrated experience in:
  • Contract management and execution: monitors contract execution and delivery of services and / or components, managing internal and external parties to ensure implementation according to contractual requirements;
  • Procuring and supervising the manufacturing of nuclear components;
  • Project Management in large construction projects: planning, measuring progress, managing risks and costs, and reporting on progress to manage programs or initiatives within the constraints of human and financial constraints;
  • Planning: define scopes of work, estimating cost, sequencing, risk and planning for change management;
  • Analysis, risk identification and management: anticipate and adapt proposed solutions and tasks to the environment and constraints;
  • Construction project performance monitoring such as Earned Value Management (EVM), and reporting via dashboard or other method;
  • Problem solving: assess problems, identify root causes, and reach practical solutions in a consistent way to reach project objectives;
  • Negotiation: ability to reach an agreement with another party to meet IO objectives by managing complex data points and influence;
  • IT skills consistent with requirements for managing a complex project;

• Implements the technical control of the Protection Important Activities, as well as their propagation to the entire supply chain;
• May be requested to be part of any of the project/construction teams and to perform other duties in support of the project;
• Informs the IO Director-General or Department Head of any important and urgent issues that cannot be handled by line management and that may jeopardize the achievement of the Project's objectives;
• For staff expected to perform on-call, shift hours, or other work outside ITER Organization reference working hours, including nights, weekends, and public holidays, the possession of a driving license valid in France is required. No commuting vehicle will be provided by the ITER Organization.
