Context

The World Organisation for Animal Health (WOAH, founded as OIE) is the intergovernmental organisation responsible for improving animal health, veterinary public health and animal welfare worldwide, as well as for ensuring transparency of the global animal disease situation.

As an Organisation, WOAH collects, analyses, validates, and disseminates a large volume of information through different sources, platforms and processes to achieve its mandate.

The importance of data and improving data-set value is paramount to policy-making at national and international levels.

Policy-makers must rapidly create and coordinate actions based on complex information to positively impact the global animal health system and global health security.

This is why WOAH strives to provide its Members and partners with robust information to strengthen animal health institutions and partnerships.

To expand on the delivery of its 7 th Strategic Plan , particularly on data governance and responding to Members needs, the Organisation created the Data Integration Department (DID) aiming at applying the principles of data integration to three major areas of the organisation's activity, in order to support decision-making.

These areas are the implementation of standards, the economic impact of animal disease and health issues, and epidemic intelligence.

WOAH's DID brings together business teams working on epidemic intelligence and WOAH Observatory The department works on activities relating to: developing initiatives to enhance the use of data in the design, monitoring and assessment of WOAH's work programme.streamlining data collection efforts by supporting an integrated, unified, and pragmatic approach to data collection, validation, and management.promoting the use of WOAH's data by WOAH Members in making animal health policy and investment decisions.encouraging, monitoring, and eventually supporting the implementation of WOAH standardsenhancing internal & external coordination on data initiatives and supporting WOAH's Digital Transformation Strategy and the Data Management Group.

The WOAH Epidemic Intelligence Strategy and Analysis (EISA) team is responsible for a range of activities aimed at adding value to and improving the presentation, analysis and interpretation of animal health data collected by WOAH.

To this end, the EISA team produces and publishes situation reports on diseases considered to be of high relevance to the Organisation and the general public and provides epidemiological analyses for global and regional WOAH and scientific meetings.

The EISA team is also developing the WOAH Epidemic Intelligence Framework to better integrate and use official and non-official animal health information for early warning, risk assessment and decision making.

WOAH's Observatory is a transversal programme that provides an overview of the uptake of international standards on animal health and welfare and veterinary public health by WOAH Members.

It contributes to the progressive improvement of Members implementation as well as to the constant assessment of WOAH's corporate initiatives by providing valuable feedback and recommendations.

The Data Analyst will be based at the WOAH Headquarters in Paris, France, and will focus on developing and implementing initiatives on a foundation of consolidation and needs definition with the existing resources.

WOAH is currently in the initial stages of establishing this new position within the Data Integration department, providing the incumbent with the opportunity to propose and develop significant contributions for the organisation.

Positioning and reporting

Under the authority of the WOAH's Deputy Director General (International Standards and Science), and the direct supervision of the Head of the Data Integration Department (DID).

Job purpose

The Data Analyst will contribute to the Digital transformation of the Organisation by strengthening WOAH's expertise and to the improved understanding of Members' needs and challenges to eventually support decision making.

The Data Analyst will support the aggregation, management, analysis, and interpretation (at national, regional and global levels) of diverse and varied data collected by WOAH.

Specifically, the Data Analyst will support a range of functions to ensure the effective and efficient integration and use of data, datasets and databases.

The Data Analyst's work will inform future WOAH activities and will support recommendations to WOAH Members.
Missions and activities Collect, clean and compile data for future analyses, with a progressive digital transformation perspective

  • Understand diverse types of data, propose analyses to reach project goals;
  • Review, clean, and compile data;
  • As needed, and in close collaboration with data owners across the Organisation, reorganise and develop more sustainable and readable databases and data systems;
  • Perform analysis to assess the quality and meaning of data;
  • Provide advice to improve processes of data management in the organisation Perform data analysis
  • Support the development and monitoring of indicators, to identify, analyse and allow interpretation of patterns and trends from multiple datasets;
  • Propose data visualisations adapted to the targeted audience;
  • Analyse patterns and trends;
  • Contribute to the preparation of reports for the different stakeholders to understand the analysis and enabling them to make decisions based on data and facts. Contribute to the Data Management efforts of the Organisation
  • Collaborate with colleagues to identify possible ways, processes for improvement for the Organisation;
  • Map data flows;
  • Identify changes to be made in the collection, management, analysis and visualisation of WOAH data.
  • Support the function of the Observatory to manage data associated with standards implementation (including defining and monitoring data mapping, confidentiality and access rights, management rules, etc.);
  • Support the function of EISA team to automate the production of situation reports
  • Support initiatives to strengthen or upgrade the relevant Master Data used by WOAH, in collaboration with the Digital Transformation and Information Systems Department and relevant Departments;
  • Support the decommissioning/archiving of data. Contribute to and support the development of the Observatory Digital Platform
  • Support colleagues responsible for the development of the Platform (Business Product Owner and Proxy Product Owner), in the development of technical specifications and user stories, and tests of the developed portal.
Contribute to other activities of the Data Integration Department as required
Qualifications and Experience
Required qualifications and experience
– A university degree in data science, business analytics, or equivalent;
– 3 to 5 years of working experience, with at least 3 years of direct experience in data management and analysis;
– Experience in database management system (DBMS) like Access, PostgreSQL or similar;
– Experience in writing and execution of scripts/queries utilising programming languages, such as Python and/or R for example. Additional experience (asset)
– Experience in project management
– Experience relevant to animal health and/or public health
– Experience working with multilateral frameworks and intergovernmental institutions
– Professional experience gained in multicultural working environments, working with government, civil society, international organisations or relevant private sector entities

Requirements :

Technical skills:
– Sound knowledge of statistical and data analysis methods and processes (cleaning diverse data sets, performing data analyses, support data interpretation, and visualizing outputs);
– Concrete experience clearly articulating and presenting quantitative findings with high impact;
– Ability to identify trends, to provide insight, and to offer expertise on how to achieve goals using data;
– Excellent command of English, both written and oral; Knowledge of another of the WOAH official languages (French or Spanish) is an asset;
– Demonstrates commanding knowledge of, and ability to work across multiple project management systems, accompanied by knowledge in PowerPoint, Word, Excel, SharePoint, PowerBI (or equivalent) and other web-based software applications

Working conditions

– Type of contract:
Fixed-term contract.

– Duration: 2 years renewable.

– Salary:

between 3000 and 3500€ net per month (commensurate with qualifications and experience), exempt of French income tax + annual performance bonus + plus allowances based on eligibility.

The post is a full-time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer.

It can entail missions abroad.
– Telework is currently authorised up to 3 days per week at Headquarters
