The National Institute of Industrial Property (INPI) is
a major player in innovation and creation in
France. It issues industrial property titles
(patents, trademarks, designs), and acts
in favor of economic development through its
awareness and training actions. The INPI is the operator of the one-stop shop for
business formalities (creations, modifications,
cessations) and the National Business Register.
It ensures the dissemination of data on companies and
industrial property. The INPI actively participates in the development of law in
the areas of intellectual property, support for
innovation and competitiveness of businesses, and
fight against counterfeiting,
France and internationally. Finally, the INPI ensures the approval of indications
artisanal and industrial geographic areas. The INPI is a self-financed public establishment, placed
under the supervision of the ministry in charge of property
.

We are looking for a:
Public procurement lawyer F/M
in CDI Reporting to the head of the division, and integrated into a
team of 8 people, you secure and manage the
drafting of public contracts and the award of these
last since the development of the needs until the
notification.
You also ensure their proper execution, by
liaison with operational staff for projects for which you
are in charge.
You carry out these activities while ensuring the
regularity, security and optimization of purchases.

As such, your main activities are:

  • Advise and inform prescribers on the choice
procedures (markets, contracts, agreements) in
based on the need expressed and assess the risks
legal with regard to the applicable regulations;
and the
assist in the writing of technical documents and
financial as well as the drafting of procedural documents
and legal;

  • Manage consultations: conducting and securing the
competitive bidding, respect of schedules,
organization and participation in negotiations, assistance and
legal framework for the counting and analysis of
folds,
participation in the internal award committee,
presentation report, award notice, update
monitoring tables);

  • Manage contract conclusion procedures and
agreements;

  • Advise and inform prescribers throughout
the execution of contracts, in particular helping them to
management of contractual relations, maintaining and disseminating
Dashboards ;

  • Prevent prelitigation and related litigation risks
to public procurement and carrying out control of
the execution of markets and contracts, as well as the
relationships with suppliers (adjustment of
markets,
negotiations, etc.);

  • Participate in the construction of tools and processes
internal public procurement. Required profile
Holder of a legal Master 2 in public law,
specialization in public procurement law, you
provide evidence of 1 year professional experience
minimum in the management of the procurement process
public procurement
within a public body (public establishment,
local authority, etc.). You have a perfect
mastery of public procurement law in matters
supplies, services and works, and you have
good
knowledge of business law.
You master the tools related to carrying out missions
(PLACE buyer profile, dashboard management). Recognized for your editorial excellence, you
know how to write legal content adapted to
operational challenges thanks to your analytical and
of synthesis. Organized and methodical, you master
la
management of files in project mode with
different internal and external interlocutors in the
respect of priorities and deadlines.
Your sense of discretion, your probity and your
relational qualities will allow you to assume
fully this position.
