Policy analyst – people-centred clean energy transitions

The IEA seeks to recruit two policy analysts to help develop the Agency’s work on people-centred clean energy transitions in two key areas: 1) developing the IEA’s work on the labour dimensions of clean energy transitions and 2) building the analytic and quantitative program around people-centred clean energy transitions.


Labour Analyst Position Description:

The selected candidate will contribute to the development and delivery of IEA’s growing work on the people-centred aspects of clean energy transitions, with a particular focus on developing the IEA’s work on the labour dimensions of clean energy transitions. They will take a leading role in the co-ordination, administration, and delivery of various work streams on labour, including encompassing research and analysis on skills and jobs, policy advice and engagement with governments, and dialogue with key. They will support the IEA’s Clean Energy Labour Council, including developing relationships and extending networks, helping ensure the quality, reach and impact of IEA’s work. The successful candidate will have a strong background in a relevant field such as clean energy policy; employment and just transitions; social science, international development or policy analysis.


People-Centred Analyst Description:

The selected candidate will help develop the analytic program on quantifying key impacts of people-centred clean energy transitions. They will contribute to building up a new area of work for the Agency in developing analysis on issues relating to the social impacts of clean energy transitions, including issues around affordability, jobs and skills, health, publication participation and inclusion, among others. They will draw on resources and expertise inside and outside the agency to shape how data and analytics can be used to help governments and other stakeholders implement policies that provide a range of benefits for people within clean energy transitions.


Job Description


Main Responsibilities – Labour Relations


Research and Analysis

  • Develop IEA’s research and engagement programme on the labour aspects of clean energy transition policies and their impacts
  • Gather and analyse data on current relevant policies and programmes as well as information and analysis relating to their impacts
  • Work with policy makers to collaboratively develop analysis, strategies and policies to support goals relating to people-centred clean energy transitions
  • Develop knowledge resources, such as policy databases and case studies, to present information on policies and programmes, as well as drawing lessons as to best practice policy design and implementation
  • Lead and contribute to relevant IEA outputs, including project reports, web content and presentations.


Liaison and outreach

  • Develop relationships and collaborations with relevant stakeholders and partners. Widen and deepen the IEA’s engagement with key stakeholders in domains such as clean energy jobs; just transitions; and equality and inclusion issues.
  • Support the preparation and delivery of key events such as meetings of the IEA Clean Energy Labour Council, key meetings such as the IEA Ministerial meeting, thematic webinars, and events at forums such as COP and the Clean Energy Ministerial.
  • Promote the work of the IEA externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.
  • Build and maintain contacts with delegations of IEA members, partners and other countries, other governmental bodies, international organisations and representatives of industry and research institutions.
  • Collaborate with relevant colleagues across the Agency in support of the broader IEA efforts and to strengthen IEA engagement with other collaborative platforms.

  • Continue to create a community of practice with experts outside the Agency on analytic dimensions of people-centred clean energy transitions
  • Support the preparation and delivery of key events such as meetings of the Global Commission on People Centred Clean Energy Transitions, IEA Clean Energy Labour Council, key meetings such as the IEA People-Centred Summit, thematic webinars, and events at forums such as COP and the Clean Energy Ministerial.
  • Support the promotion the work of the IEA externally to a wide range of audiences through organising and preparing materials for workshops and bi-lateral meetings.
  • Collaborate with relevant colleagues across the Agency in support of the broader IEA efforts and to strengthen IEA engagement with other collaborative platforms.


Qualifications


Ideal Candidate Profile


Academic Background

  • Preferably an advanced university degree in relevant disciplines such as statistics, economics, social sciences, development studies, international relations, public policy, energy and environmental policy or similar discipline.


Professional Background

  • Minimum of 5 years experience working on analytical approaches to policy related to people-centred topics, e.g. regarding jobs and skills, just transitions, equality, social acceptance, and social impacts (Analytics position).
  • Minimum of three-five years’ experience working on policy or in other areas related to labour dynamics and/or just transition (Labour position)
  • Minimum of five to eight years experience working on policy and economic analysis of people-centred topics, e.g. regarding jobs and skills, just transitions, equality, social acceptance, and social impacts (Labour)
  • Experience in programme management (including fundraising, planning, reporting, and budget processes), (Labour)
  • Knowledge of emerging and developing economies, their social, energy and environmental challenges and clean energy opportunities would be an advantage .(Labour)
  • Excellent understanding of the energy sector and just transition and development issues (Labour and Analytics).
  • Proven analytical experience and strong writing skills, as demonstrated by past work (publications, reports, quantitative analysis, operative models and/or published papers) (Labour and analytics positions)


Core Competencies

Languages

  • An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant. (Internal and external)
