The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD's work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD's Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD's global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.
The Tax Data and Statistical Analysis Unit, which is part of the CTPA's Tax Policy and Statistics Division, oversees the production and publication of statistical outputs related to tax. Its principal outputs include the Global Revenue Statistics initiative and Taxing Wages. The Global Revenue Statistics initiative provides harmonised data on the level and structure of tax revenues for more than 130 economies worldwide through the production of an online database and regional reports for OECD countries, Africa, Asia and the Pacific, and Latin America and the Caribbean. The Global Revenue Statistics also provides capacity-building in the production and use of revenue data for participating economies. Taxing Wages provides highly detailed, standardised data on labour taxation in OECD countries via an online database and annual report.
CTPA is looking for a Junior Statistician/Analyst to support the work of Tax Data and Statistical Analysis Unit. The selected candidate will lead or contribute to the statistical, database and analytical work as well as capacity building activities related to Global Revenue Statistics initiative and Taxing Wages under the supervision of the Head of the Tax Data and Statistical Analysis Unit and in collaboration with data managers, advisor and statisticians in the Unit.
Job Description
Main Responsibilities
Global Revenue Statistics
- Work with various stakeholders (focal points from participating economies, regional partners, and colleagues in the Unit) to collect, verify and process countries' revenue data.
- Undertake the classification of revenue data according to the OECD classification and provide classification support to countries.
- Liaise with economies and regional partners as required to resolve any issues that may arise in the classification process.
- Work on the production of one or more annual Revenue Statistics publication, including drafting the analysis, preparing country and comparative data tables, and liaising with communications colleagues to prepare the report for launch.
- Support the production of materials to accompany the report and dataset, including key messages, a brochure and social media content.
- Contribute to the preparation and delivery of capacity building activities (e.g. in-person workshops, online training) focused on improving the collection and use of harmonised revenue data.
- Work with the senior statistician to ensure consistency of methodology, dissemination and analysis.
- Maintain and update the Global Revenue Statistics database.
- Support accession countries in classifying their revenues according to the OECD methodology.
Taxing Wages
- Support the modelling of OECD member country personal tax and in-work benefit systems, verifying the accuracy, completeness, and internal consistency of the data, and resolving any issues arising with the focal points in each country.
- Support the production of the annual Taxing Wages publication, including the drafting of the analytical overview chapter and the special feature.
- Support the production of materials to accompany the report, including key messages, a brochure and social media content.
- Support the development of Taxing Wages models for accession countries.
Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree or equivalent in statistics, economics, econometrics or a related subject.
Professional Background
- At least two years' experience in the area of tax statistics in a national statistical or tax agency or an international organisation
- Expertise in the concepts, classifications and methodology used in tax statistics.
- Knowledge of domestic resource mobilisation in developing countries would be an advantage.
- Experience in statistical concepts and applied econometric techniques.
- Proven ability to draft technical reports.
Tools
- Excellent Excel and Visual Basic Skills plus experience of using other statistical tools such as SPSS, Stata or other such packages.
- Knowledge of tools for managing large databases (data and metadata).
Core Competencies

- There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of Spanish would be an advantage.

Contract Duration
- Eighteen months fixed term appointment, with the possibility of renewal.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
For retained candidates, written tests are foreseen January 2025 and panel interviews are planned for end January/early February 2025.
