THE EXECUTIVE DIRECTORATE (EXD)


The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.


THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)


Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. It is composed of three Divisions: HR Operations, Client Services and Talent Management and Analytics.


The Talent Management and Analytics Group (TMA) is a division of EXD/HRM, it develops, implements and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive and effective teams. EXD/HRM/TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.


THE POSITION


EXD/HRM/TMA is looking for a Learning and Development Coordinator to provide high quality operational support on a wide range of learning and development topics. The role will involve working with internal and external stakeholders to deploy learning and development programmes in addition to new Learning Management Systems (LMS), Learning Experience Platforms (LXP) features made available by the team. The Learning and Development Coordinator, will work under the supervision of the Learning and Development Lead and will provide timely high quality support for multiple projects.

Main Responsibilities


Learning and Development Support

  • Provide support and manage enquiries from registered, prospective training participants (OECD staff members) and training facilitators.
  • Support the co-ordination and logistical arrangements required for the delivery of remote and/or on-site learning interventions, including scheduling, communicating with course participants, registration, supporting logistics and course materials, collating training evaluations.
  • Work in close coordination with the Learning and Development team to launch communications promoting new courses and resources.
  • Assist L&D team with the delivery of learning pathways.


LMS/LXP platform administration, development, support and maintenance:

  • Troubleshoot and provide first level supports to users with any queries related to the OECD LMS.
  • Reportsystems issues and follow up to assure resolution.
  • Communicate with internal clients regarding new functionalities needs and/ or questions related to functionalities and services of the product.
  • Raise awareness on the roll out of new features and functionalities of the system.


Learning activities monitoring and reporting:

  • Collaborate closely with the L&D team to support the implementation of monitoring and evaluation practices across learning and development offer.
  • Assist tracking and assessing of learning programmes based on feedback and data collected.
  • Support collection, documentation, and communication of results of learning programme impact with key stakeholders.


Administrative & Budgeting support:

  • Participate in updating L&D procedures and guidelines (incl. intranet presence).
  • Process training expenses (invoices) and keep records of expenses including budget commitments and payments.
  • Supports timely budget management, e.g fulfil purchase orders, liaise with external vendors on invoicing, and update budget files accordingly.
  • Support management of L&D inbox.


Qualifications


Ideal Candidate Profile


Academic Background

  • Secondary education background in business or public administration, HR management, communication, or a relevant discipline.


Professional Background

  • Experience in handling event coordination and managing priorities.
  • Experience in supporting learning systems and processes would be an asset.
  • Proven experience successfully handling client or customer relations.
  • Experience working in an international environment with exposure to different cultures would be an asset.


Tools

  • Proficiency with the Microsoft Office Suite.
  • Experience using communication platforms like Zoom and MS Teams is essential.
  • Experience with an LMS, LXP or similar platform system administration and support would be an asset.
  • Experience working with HR Information System platforms like Success Factors an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

  • This vacancy will be filled as soon as possible, and applications should reach us no later than midnight 23 June 2024 (CEST).


Contract Duration

  • Two-years fixed term appointment, with the possibility of renewal.

Please note that our Rules and requirements stipulate that the mandatory retirement age is 67.


Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen for the first week of July and panel interviews are planned for beginning of September.
