The Statistics and Data Directorate


The Statistics and Data Directorate (SDD) (www.oecd.org/sdd) provides statistics and data on a comparable basis and from a variety of sources to analysts, policy makers and members of civil society. SDD also develops new metrics and innovative digital tools to address emerging policy issues, leads the development of international statistical standards, advances statistical methodology and co-ordinates statistical and data-related activities within the Organisation and with other international agencies. It includes the Secretariat serving the Committee on Statistics and Statistical Policy (CSSP) and its Working Parties.


SDD is looking for an Advisor with excellent organizational and communication skills along with relevant experience in the Directorate’s main areas of work. The Advisor will support the SDD Director and Deputy Director in reinforcing the Directorate’s role as the focal point for the OECD’s work on statistics and statistical policy, working in close collaboration with other OECD Directorates, the Office of the Secretary-General, and the international statistical community.

The Advisor will take charge of coordination and communication with the CSSP, building strong international relations, and engaging with the international statistical community to ensure that CSSP work is policy-relevant and non-duplicative with that of other international fora. S/he will also prepare briefings and speeches, and organize and co-ordinate directorate inputs to horizontal projects and a broad range of requests from OSG and SDD Senior Management.


The successful candidate will welcome the challenges of working in a vibrant environment with a broad range of responsibilities covering statistics and statistical policy, international relations, corporate data management and communications. S/he is required to have excellent drafting, organisational, communication and interpersonal skills, strong statistical knowledge, be a good team player and have sound political judgement. S/he will work under the direct supervision of the Director and in close collaboration with other members of the Director’s office and SDD senior management team.


Job Description


Main Responsibilities


Strategic and analytical contributions to OECD-wide projects and events

  • In line with the strategic orientations of the Secretary-General, provide support to the Director on strategic priorities by staying abreast of policy developments and country priorities of relevance to SDD work.
  • Lead the preparations of drafting briefs, speeches, articles and presentations for use by senior level officials (OSG, Director’s Office) in the area of statistics, drawing on a wide range of available material and ensuring that all submissions from SDD are pertinent, with clear and consistent messaging.
  • Act as the Director’s Office focal point for OECD briefing requests and external correspondence, highlighting issues that require the attention of the Director, and coordinating responses, where needed, across SDD.
  • Lead, participate in, and contribute to special analytical assignments and specific initiatives as required.


International relations, coordination and liaison

  • Take charge of the organisation of the Committee of Statistics and Statistical Policy meetings, develop Agendas that are timely, policy-relevant and non-duplicative, review documents and ensure quality control, prepare summary records and ensure follow-up measures, oversee communications and meeting arrangements.
  • Liaise with the Offices of the Secretary General and other Directorates as needed.
  • Represent the OECD in seminars, conferences and workshops as appropriate.
  • Develop good working relationships with staff in other Directorates of the OECD, officials in member and non-member country administrations, and stakeholders in key international organisations.


Other duties

  • Assist the Director’s Office in the planning and preparation of SDD meetings, including the preparation of briefing materials and summary records.
  • Represent SDD at OECD and other meetings as required.
  • Contribute to other substantive areas of SDD’s work, to the implementation of the OECD’s Smart Data Strategy and carry out ad-hoc tasks as assigned.


Qualifications


Ideal Candidate Profile


Academic Background

  • An advanced university degree or equivalent qualification in economics, statistics, international relations or a related field.


Professional Background

  • Preferably five years’ relevant experience in statistics and statistical policy in an international organisation, a national government or statistical agency, or in a university or related research institution.
  • A good knowledge of the OECD statistical and data landscape, and a strategic sense of the role of the OECD in the international statistical community.
  • Excellent general knowledge of economics and macroeconomic statistics.
  • Demonstrated ability to organise and to summarise complex material, encompassing empirical data, preferably with strong analytical skills and proven experience in drafting speeches and briefing notes for Executive Management.
  • Proven skills in establishing and developing professional relationships and to interact with national delegations, government officials, other international organisations and stakeholders.


Tools

  • Strong knowledge of MS Office


Communication and Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.


Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
