THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE


The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.


The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of Information and Communication technologies (ICT), in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as semiconductors, ICT in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Broadband Portal, the Going Digital Toolkit, the Global Recalls Portal, and the OECD.AI Policy Observatory.


THE POSITION


STI is looking for a Senior Economist/Policy Analyst to lead the work of the DEP Division on semiconductors. The work on semiconductors includes two work streams. The first work stream covers semiconductor country studies with a view to better understanding the bottlenecks and policy levers for the emergence of local semiconductor ecosystems. The second workstream is dedicated to a semiconductor network (SIEN) under the auspices of the Digital Policy Committee (DPC) and Industry, Innovation, and Entrepreneurship (CIIE) that aims to increase transparency in the semiconductor supply chain and exchange information on related policies.

The selected person will work under the direction of the Head of the Digital Economy Policy Division in the STI.


Job Description


Main Responsibilities


Support management

  • Develop and oversee DEP’s work on semiconductors, including the semiconductor ecosystem studies and the Semiconductor Informal Exchange Network (SIEN)
  • Manage support to the activities of the SIEN, including: i) overseeing the organisation, preparation of documents and implementation of SIEN’s activities; ii) ensuring that the governing Committees (DPC and CIIE) are regularly updated on the work produced by the SIEN; iii) monitoring budget expenditures; iv) overseeing internal and external communications, briefings, stakeholder interactions, and global relations.
  • Support the workstreams of the G7 and G20 in the area of semiconductors.
  • Manage Voluntary Contributions (VCs), including by providing regular progress updates to VC donors.
  • Recruit, supervise and mentor Secretariat staff and external consultants to support the SIEN and the semiconductor ecosystem studies.
  • Participate in the executive management of the DEP Division with the Head of Division and other DEP senior staff.


Analysis and drafting

  • Supervise policy and economic research and analysis in the area of semiconductors.
  • Supervise and develop the analysis of country semiconductor ecosystem studies, as well as reports and background documents for the SIEN and OECD Committees.
  • Oversee the design and implementation of quantitative and qualitative data collection efforts, as well as the development of indicators related to semiconductors.
  • Contribute to the development of the CDEP’s biennial programme of work and budget in the area of semiconductors.
  • Participate, as required, in horizontal and multidisciplinary projects and activities of the DEP, the STI and the OECD.


Liaison and communication

  • Establish and maintain excellent contacts with the delegates to the SIEN and to its governing Committees (DPC and CIIE).
  • Establish and maintain professional contacts within the OECD and with outside individuals and organisations in the areas of semiconductor technology, markets and policy.
  • Participate in meetings of national government delegates and experts from the private sector, civil society, the Internet technical community and academia in connection with the Organisation’s work programme in the above areas.
  • Contribute to the external visibility of the DEP Division, by representing the Division at workshops, conferences, etc., and maintaining close contacts with the press and sector specific media.
  • Provide written and oral briefs on relevant issues to STI Directors’ Office and Office of the Secretary General.


Qualifications


Ideal Candidate Profile


Academic Background:

  • An advanced university degree in engineering, economics, public policy, law, computer science, social sciences or a related subject.


Professional Background:

  • A minimum of eight years’ experience in international comparative policy and quantitative analysis, preferably acquired in an intergovernmental or a national administration, such as a Ministry or in a private sector agency. Part of this experience needs to be in the area of semiconductor policy.
  • Experience in the planning and management of complex multi-disciplinary projects as well as projects with tight deadlines and budgets.


Tools:

  • Experience in the use of computers for data management and analysis. Experience in the use of communication networks as working tools.
  • A good knowledge of the main semiconductor databases available in international and national agencies and in the private sector.
  • Experience in or willingness to learn the use of budget management tools.


Languages:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of another language would be an asset.

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.
