**OBJECTIVES OF THE PROGRAMME**:
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacities of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international response to contain outbreaks and to provide effective relief and recovery to affected populations. The Programme supports countries and coordinates international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low-capacity countries. The goal of the Learning Solutions and Training Unit (LST) is to support Member States' workforce development plans on Health Emergency Preparedness, Readiness, and IHR implementation through a systematic and sustainable approach to learning. LST coordinates its activities with WHO Regional Offices, partners, and units within the Health Emergency Preparedness Division. It provides strategic direction for scaling up the IHR learning program, including through the adaptation at the country level of WHO designed learning packages and activities based on the needs identified.

**DESCRIPTION OF DUTIES**:
Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:
1) Reviews progress on the implementation of the USAID / BHA project: monitors on regular basis progress made on the design, development, and implementation of the various project's components, including milestones and deadlines; informs the Unit Head to review progress and discuss next steps; identifies potential issues or risks that could affect implementation of the project and work with the Unit Head to identify potential solutions; in close coordination with the unit's administrative assistant, maintains key documents pertaining to the project and monitors financial expenditures; organize meetings with the project's key stakeholders; prepares reports on progress and achievements as required.

2) Within the framework of the USAID /BHA project, facilitates the creation and dissemination of knowledge pertaining to the Readiness Knowledge Network with the relevant CRSand LST knowledge networks; documents the knowledge created; identifies learning activities and resources to be developed and their potential use in support of the knowledge network members; provides technical advice to colleagues as regard the establishment, maintenance, and facilitation of knowledge networks.

3) Facilitates the generation of resource materials related to knowledge networking, knowledge management, and innovative learning.

4) Assess the needs of learners through various methodologies (focus groups, surveys, etc.) as needed in learning resource development; propose and devise targeted, innovative learning methodologies (instructor-led, learner driven, communities of practice) and solutions for better learner engagement adapted to various environments and in particular to FCV countries.

5) Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation within and outside WHO/WHE/CRS and key partners.

6) Perform other related responsibilities, including replacing and/or backstopping.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: A first level university degree in educational, social, or behavioral sciences, psychology, medicine, or related field relevant to the functions of the position.
**Desirable**: Training in project management, knowledge networking, and knowledge management professional experience with the design of engaging learning activities geared for adult learning.

**Experience**:
**Essential**: Two years of experience in managing knowledge networks, knowledge management. Demonstrated experience in developing learning resources from technical documents using different methodologies and formats. Demonstrated experience in writing technical documents. Demonstrated exposure at the international level.

**Skills**:
Demonstrated skills in the support of project (large or small) management. Demonstrated knowledge of the theories, principles, methods in support of knowledge networks and communities of practice, and adult learning.
