**Job Description**:
Chef de projet réponses appels d’offres
AECOM est à la recherche d’un chef de projet pour organiser, coordonner et piloter des réponses à appels d’offres de marchés de sous-concession d’aires de services sur le réseau autoroutier français, pour la conception, la construction, l’exploitation et l’entretien d’installations à caractère commercial.
Dans ce cadre AECOM travail en tant que Maître d’Ouvrage Délégué pour le compte de son client un opérateur d’aires de services (Client). Les appels d’offres sont remis aux concessionnaires d’autoroutes (Autoroutier).
Les activités commerciales concernées allant de la distribution de carburants et énergies (GNC, GNL, H2,), IRVE (installation de recharge de véhicule électrique), distribution de café, boutique, restauration ainsi que les animations permanentes et saisonnières.
La mission comprend également les sanitaires, les zones de détentes intérieurs et extérieurs, les espaces paysagers, les voiries, les zones de parking, les équipements de sécurité incendie, les équipements de gestion des eaux de pluies et les équipements de traitement des eaux usées.
La nature des appels d’offres n’est pas limitée à cette description, elle peut ponctuellement variée : avec un périmètre réduit ou en dehors du réseau autoroutier.
Le chef de projet sera amené à gérer plusieurs appels d’offres simultanément. AECOM est responsable d’organiser sa charge de travail. En moyenne un chef de projet gère 3 à 5 projets simultanément suivant leur nature et leur phase d’avancement.
**Un appel d’offres s’organise en 6 grandes étapes**:
**1. Réception du cahier des charges de l’Autoroutier**: Lecture / Analyse / Définition du programme du Client (2/3 semaines)
2. Conception (1,5 à 2,5 mois)
3. Finalisation du projet pour approbation du Client (2 semaines)
4. Réalisation du dossier de réponse - offre initiale (4 semaines)
5. Phase de négociation avec l’autoroutier / remise de l'offre finale (très variables : 2 semaines à 3 mois)
6. Si l’appel d’offres est remporté, passation avec les équipes post concours (3/4 semaines)
**La mission comprend**:
+ La lecture du cahier des charges de l’autoroutier, comprendre les points d’attention et les attentes ;
+ Accompagner le Client pour l’établissement de son programme (offre technique, commerciale et financière) ;
+ Obtenir les données d’entrée du Client ;
+ Organiser le déroulement des études de l’appel d’offres (calendrier, réunions, listes des livrables,) ;
+ Organiser et s'assurer ou assurer tout au long des 6 étapes de l'archivage des documents ainsi que la mise à disposition à toutes les parties prenantes ;
+ Organiser et animer les réunions, le suivi documentaire et les rapports de suivi pour le Client et interne à AECOM ;
