OVERVIEW OF THE FUNCTIONS OF THE POST

The Diversity of Cultural Expressions Entity of the Culture sector promotes the diversity of cultural expressions and the creative economy as vectors for sustainable development. Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘the Convention’) and the 1980 Recommendation (hereafter ‘1980 Recommendation’) concerning the Status of the Artist. The Entity fosters international cooperation by helping governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution.

Within the Diversity of Cultural Expressions Entity (hereafter ‘DCE’), the Programmes and Stakeholders Outreach Unit is responsible, inter alia, for managing operational programmes and actions to mobilize various stakeholders of the cultural and creative industries.

In October 2021, UNESCO published a report, “ The African film industry: trends, challenges and opportunities for growth ”, which proposes strategic recommendations for the development of the film and audiovisual sectors in Africa including a complete mapping of the film and audiovisual industry in 54 States of the African continent.
Long Description
Under the overall authority of the Assistant Direct-General for Culture (ADG/CLT), the general supervision of Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of the Programmes and Stakeholders Outreach Unit, as well as in cooperation with colleagues of the Unit, the incumbent will support the development and implementation of a programme to support the development of the African film industry.

Within this context and d rawing upon the findings and the strategic recommendations of the UNESCO report The African film industry: trends, challenges and opportunities for growth ”, the incumbent will:
Long Description
Develop a cooperation programme, focusing on the importance of capacity building related to regulatory frameworks; mobility of professionals and their goods and services, market access and co-production agreement in line with the preferential treatment measures stipulated by the 2005 Convention.
Explore partnership potentials to reinforce the continuous collection of pertinent data and information required for informed policy-making for the film sector with a view to making such data and information available to the African Member States.
Support the pilot implementation of some of programmatic actions considered the most priorities by the African film industry professionals.
Contribute to fundraising for the UNESCO African film industry development cooperation programme by elaborating concept notes and other communication and advocacy materials and identifying potential partners.
Develop a directory of key stakeholders of the African film industry ecosystem and organize online and offline events bringing them together in view of strengthening the dialogue among those stakeholders.
Contribute to any other priority tasks of DCE.

L'Entité Diversité des expressions culturelles du secteur de la Culture promeut la diversité des expressions culturelles et l'économie créative comme vecteurs du développement durable.
