**THE SAHEL AND WEST AFRICA CLUB (SWAC)**
The Sahel and West Africa Club (SWAC) is an international platform for policy dialogue and analysis devoted to regional issues in West Africa. Its mission is to enhance the effectiveness of regional action in the common and interdependent area composed of the 17 countries of the Economic Community of West African States (ECOWAS), the West African Economic and Monetary Union (UEMOA) and the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS). Created in 1976, it is the only international entity entirely dedicated to regional co-operation in Africa.
Some 100 stakeholders participate in the SWAC platform: governments of West African countries and OECD member countries, regional organisations, professional associations and civil society groups, bi
- and multi-lateral development partners and research centres. Under the guidance of its Members, the Secretariat of the SWAC provides factual, innovative and forward-looking analysis; facilitates dialogue, information-sharing and consensus-building; and formulates policy recommendations. Based at the OECD, the Secretariat helps ensure West Africa’s presence in the global fora.
**THE POSITION**
S/he will work in collaboration with the staff of the Secretariat and the OECD Development Cluster, under the supervision of the Programme Manager. S/he will contribute to the progressive implementation of the joint communication strategy of the Development Cluster of the OECD.
**MAIN RESPONSIBILITIES**
**Research and drafting**
- Draft analyses and policy briefs on the food and nutrition situation in the Sahel and West Africa and HDP implementation to foster decision-making.
- Draft, in collaboration with the Global Network Against Food Crisis (GNAFC) and CILSS, methodological guides in support of the national inclusive HDP diagnoses including their regular updating, and other technical documents for diverse audiences, notably for the RPCA’s members and partners.
**Management and Dialogue**
- Support the implementation process of the food-related HDP in the 17 members States of the regional organisations (ECOWAS, UEMOA and CILSS) plus Cameroon. This includes providing support to CILSS for facilitating national dialogues and producing technical documents and notes;
- Contribute to the regional and international dialogue on HDP, in collaboration with GNAFC, and other regional and international stakeholders;
- Contribute to the other activities and events of the Unit: Preparation of the RPCA annual (December) and restricted (April) meetings including the production of background papers on the core themes of the annual meetings, draft agendas, concept notes, summary records and policy briefs (NAD);
- Support various thematic work streams, notably the implementation of the PREGEC Charter including the setting up of Civil Society Oversight Committees on the PREGEC Charter, the self-assessment tool on the leadership capacities of States in the FNS governance;
- Contribute to the implementation of the GOV-SAN monitoring and evaluation plan and participate in corporate M&E efforts.
Education
- An advanced university degree in political science, agricultural economics, social sciences or a related field.
Professional Background
- Minimum of ten years of professional experience in the field of food security, nutrition and agricultural policies, acquired in a policy environment or academic/research institution;
- Experience in analytical activities, excellent drafting skills in French and/or English, ability to organise and summarise complex material clearly;
- Proven ability to organise and manage projects within strict deadlines and budget with a minimum level of supervision;
- High energy and commitment. Drive and persistence to produce high quality results under tight deadlines;
- Experience of working with people from different cultures, and significant work experience in the Sahel and West Africa.
