**SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST**

**Project Soteria aims to detect and prevent sexual offenders from using positions in the humanitarian aid and development sector to access and offend against children and vulnerable adults.**

***

**The project focuses predominantly on developing mechanisms for preventing and addressing Sexual Abuse, Exploitation and Harassment (“SEAH”) globally and in selected pilot member countries in Africa, Asia and Europe.**

***

**Under the supervision of the Coordinator for Project Soteria, the incumbent will develop and conduct a multitude of activities including among others**:
***
- **Capacity development, both for law enforcement and for aid sector partners.**

***
- **Promotion of information exchange between police regarding persons posing a risk to children and vulnerable adults, and information from the aid sector concerning incidents and allegations of SEAH.**

***
- **Investigative support.**

***
- **Gathering and assessing OSINT on Sexual and Gender Based Violence (SGBV) and SEAH.**

***
- **Liaison between law enforcement and aid organizations that deploy staff to areas where highly vulnerable communities are present.**

**.**: PRINCIPAL DUTIES AND ACTIVITIES

DUTY 1/Mission 1: Capacity Assessment and ongoing Monitoring
Take part in the assessment and monitoring of the existing capacity of law enforcement and the skills and tools held, in order to provide needs-based mentoring to investigators at relevant law enforcement units, remotely and on-site, provide advice and guidance on their work and ensure that acquired skills are properly utilized.
DUTY 2/Mission 2: Capacity Development and Mentoring to Law Enforcement

Take part in developing and implementing capacity-development and awareness-raising activities to law enforcement and local authorities on:

- The prevention and investigation of sexual and gender-based violence (SGBV) and related crimes with a victim-centric approach; including on forensic interviewing in the context of sexual and gender-based violence (SGBV);
- The articulation between administrative and criminal sexual and gender-based violence (SGBV) investigations;
- Border management and detection of persons that pose a risk to children and vulnerable adults;
- Collaboration with aid organizations over investigation of SGBV and SEAH cases;
- INTERPOL capabilities and tools;
- The use of open source intelligence to identify threats;
- Any other area in relation to the project scope.
DUTY 3/Mission 3: Support the cooperation between Law Enforcement and the Aid Sector
Develop and implement joint capacity development and collaborative activities, that bring together relevant law enforcement and aid sector staff; raise awareness of each party to the nature, activity and internal processes of the other, establish interaction and collaboration mechanisms, and develop an understanding of the actions each respective party is expected to take or avoid, when looking into suspected SGBV / SEAH cases. Take part in building clear processes for aid sector staff to liaise effectively with law enforcement to enable criminal investigations when necessary. Establish and manage points of contact networks within law enforcement and the aid sector, to enable effective collaboration over cases and build trust between relevant counterparts at the national and international level.
DUTY 4/Mission 4: Police Cooperation, INTERPOL Policing Capabilities
Promote and develop the international exchange of information between law enforcement using INTERPOL tools and capabilities, and information from the aid sector regarding incidents and risks, to enhance prevention, detection and analysis of SGBV and SEAH.
DUTY 5/Mission 5: Participate in field missions
Support or take part in field deployments of an INTERPOL response team, where circumstances lead or are expected to lead to a substantial humanitarian deployment, in order to liaise with stakeholders on the ground and insure capacity and mechanisms are in place to address the foreseen SGBV and SEAH risks.

Perform any other duties as may be required by his/her hierarchy.

**.**: QUALIFICATIONS, COMPETENCIES AND SKILLS
Education and qualification required:

- A degree or equivalent certification from a University or other specialized establishment for higher education (at least three years of study).
- An advanced degree would be an asset.

Experience required:

- At least five years of active police experience investigating cases of sexual and gender-based violence is required;
- Experience of one or more of the following is highly desirable:

- Community-oriented / pro-active policing;
- Crime scene management;
- Forensics / digital forensics;
- Victim support.
- Advanced training on SGBV, investigations, or community-oriented policing is highly desirable;
