The National consultant will support Central African Republic in national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The consultant will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sector and political and institutional backing for the SLCP mitigation strategy. The Consultant will coordinate the development of a national methane roadmap.

**Responsibilities**:
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.
The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.
The Central African Republic (CAR) is a CCAC State Partner. The government has received CCAC national planning support for the development of a SLCP inventory covering Black Carbon, Methane and HFCs and other pollutants across a range of priority sectors. This resulted in the preparation of a National SLCP Strategy with a supporting communications plan. In 2021, CAR submitted its revised NDC specifying an aspiration to reduce SLCPs.
The CCAC is therefore seeking a National SLCP Expert to assist CAR’s Ministry in Charge of Environment and Sustainable Development with the coordination of national SLCP planning, policy, and implementation efforts, as well as the development and implementation of methane mitigation projects in key source sectors.
The CCAC National SLCP Expert will work in close collaboration with the CCAC Secretariat team and Focal Points at the Ministry in Charge of Environment and Sustainable Development to strengthen buy-in across the Government, and to advance implementation, financing, and monitoring of a SLCP mitigation strategy. The CCAC National SLCP Expert will also be responsible for fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies.
Specific responsibilities include:
1. Secure participation and buy-in from across government to develop/implement a National SLCP Strategy, including endorsement at high political level.
2. Strengthen the government’s capacity for developing and implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction and develop national methane roadmap.
3. Develop concrete plans to advance rapid and large-scale implementation of SLCP mitigation actions across the country and mechanisms to measure progress.
4. Integrate SLCP mitigation actions into relevant national processes, plans and strategies at national and sub-national level.
5. Identify opportunities for national and international resources/funding for implementation of National SLCP Strategy.
6. Raise awareness on SLCP at national/sub-national level
7. Ensure Central African Republic is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).
Qualifications/special skills
- Advanced university degree, master or equivalent, in environmental science, economics, development studies, public policy planning, international relations or a similar discipline.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health with focus in NDC’s priorities is required.
- Demonstrated ability to provide technical assistance to the Government and other stakeholders is required.
- A good understanding of short-lived climate pollutants, climate change and air pollution issues in Central African Republic is desirable¿¿
- Ability to work effectively with multiple stakeholder groups including national governments is required.¿
- Excellent communication skills (written and oral presentations) is required.¿
- Knowledge of the national policies in climate change mitigation and air pollution (National Policy of Climate Change and National Strategy of Air Quality) is required.¿
- Good knowledge of national environmental regulations and national environmental issues
