The Parliamentary Assembly of the

**Your role**

Responsibility and Reporting

Supervise the secretariats and the preparation of documents submitted to the Assembly and its bodies as well as
co-ordinating the activities of the respective Secretariats of the following Committees:
Political Affairs and Democracy;
Legal Affairs and Human Rights;
Honouring of obligations and commitments by member States;
Election of judges to the European Court on Human Rights;
Rules of Procedure, Immunities and Institutional Affairs;
as well as the Secretariat of the Election Observation and Support Division.

Contribute to the development and implementation of the objectives and strategic priorities of the Secretariat of the
Assembly, in the field of Democracy and Rule of Law; clarifying them to staff and ensuring their achievement;
Liaise with and follow the activities of the Committee of Ministers and of its rapporteurs’ groups in areas covered by
the mandate of the Directorate; ensure Assembly representation in relevant meetings;
Advise and report to the Secretary General of the Assembly.

Leadership and Staff Management

Lead and motivate staff in different organisational units through several levels of management;
Set specific objectives and guidelines; allocate roles and responsibilities;
Ensure optimal use of the available resources, namely the human resources of the committee secretariats and
divisions, and regularly assess the results achieved;
Evaluate the performance of your direct reports;
Facilitate internal communication; foster co-operation, team-spirit and a harmonious working environment with a view
to increasing efficiency.

Communication and Representation

Promote

Establish and maintain contacts with national parliaments, the European Parliament, other international parliamentary
assemblies as well as other international and European organisations, governmental authorities, partners in civil
society, media and other relevant bodies and institutions;
Represent the Secretary General of the Assembly in bodies of the

Undertake official journeys and/or participate in field missions in connection with activities described above.

**What we are looking for**

Academic background

Higher education degree or qualification equivalent to a Master’s degree in a relevant field (law, politics, international
professional experience.

Professional background and expertise

Extensive professional experience, including at senior management level, in areas covered by the mandate of the
Directorate;
Extensive experience in international politics;
Very good knowledge of areas covered by the mandate of the Directorate, namely democracy and the rule of law
issues, as well as election observation issues;
Knowledge of parliamentary practices, rules and working procedures, preferably at international level.
