The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the 142 members of the Inclusive Framework on BEPS. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

**Main Responsibilities**:
Research, Analysis, Project Management and Drafting
- Lead and further development the work of the Tax Inspectors Without Borders programme on the Digitalisation of Tax Administration, identifying possible partner countries, providing assistance with the running of the individual projects and the outputs.
- Promote work of the FTA’s Inventory on Tax Technology Initiatives, including assisting countries in completing the survey underlying the inventory and developing case studies, as well as promoting the use of the Digital Transformation Maturity Model and the Analytics Maturity Model.
- Support the work of the FTA’s Capacity Building Network (CBN). The CBN brings together FTA members which undertake tax capacity programmes to help mitigate the risks of gaps and overlaps and to identify areas where a more co-ordinated approach could be beneficial;
- Support the work with the International Monetary Fund, the Inter-American Center of Tax Administrations, the Intra-European Organisation of Tax Administrations and the Asian Development Bank on the development of the International Survey on Revenue Administration (ISORA), the analysis of ISORA data, and on the development of training material on how to complete the ISORA survey and use the ISORA data within tax administrations.
Co-ordination, liaison and representation
- Contribute to other capacity building projects and the development and delivery of training related to aspects of tax administration and the implementation of international standards, including the Two Pillar solution. Liaise where necessary with other relevant CTPA Divisions to ensure co-ordination among the different areas of work.
- Lead FTA Communities of Interest on Networks on particular topics and themes.
- Contribute to the organisation and preparation of FTA meetings;
- Represent the FTA at appropriate events and conferences, in particular, to further engage with developing countries.
Academic Background
- An advanced university degree or equivalent in taxation, economics, business, accounting or law.
Professional Background
- At least three, preferably five years’ relevant experience in a national administration, international organisation, research institution, university or the private sector.
- Experience of the introduction or use of digital technologies and ideally experience of capacity building in developing countries.
**Languages**
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn the other.
- Knowledge of Spanish would be an asset.
