Head of the Department for Market Information Join to apply for the Head of the Department for Market Information role at Council of Europe The European Audiovisual Observatory, an enlarged Partial Agreement of the Council of Europe, was created in 1992 in order to collect and distribute information about the audiovisual industries in Europe. By making this information available, the Observatory aims at promoting greater transparency and a clearer understanding of the ways in which the audiovisual industries in Europe function, both from an economic and legal point of view. The Department for Market Information (DMI) monitors and analyses the economy of the audiovisual sector in Greater Europe by providing pan‑European, comparable data on the following four main fields: Market structure Creators of audiovisual works Production and exploitation of audiovisual works A fifth line of activity (video games) is expected to develop over the next years. The DMI publishes around 20 reports a year and maintains three online services (the Yearbook, LUMIERE, LUMIERE VOD and MAVISE). Part of its activities are co‑funded by the European Commission through a biennial agreement. The DMI manages various networks that are essential to its activities, including film funds (it ensures the secretariat of the European network of Film Agencies research units) and regulators, and dedicates significant resources to the purchase of third‑party data. The DMI employs nine members of staff: a Head of Department, a Deputy Head of Department, six analysts and an assistant. Both the Head of Department and the Deputy Head of Department carry out research projects alongside their management tasks. The Head of Department reports to the Executive Director of the Observatory, its Executive Council and its Advisory Committee. Your role Leadership and Management Define the goals and developments of the Observatory’s Department for Market Information within the mid‑term strategy and the yearly action plan. Liaise with your counterpart in the Department for Legal Information to define cross‑departmental work that strengthens the Observatory’s overall profile. Implement, where adequate, overarching managerial and organisational goals of the Observatory in the context of the Department’s activities. Reach out to third parties, in particular the European Commission, to propose market information projects that increase the department’s output and benefit its development; support the negotiation of (co)funding such projects. Manage and coach the department’s staff, ensuring balanced work assignments and promoting their professional development. Programme and Resource Management Manage the Department’s activities and resources and oversee the proper implementation of all its activities. Ensure an effective, efficient and results‑oriented organisation and execution of the market‑related work programme (publications, databases and contributions to events co‑organised by the Observatory). Promote cooperation with the other department and the units of the Observatory, with other entities of the Council of Europe, with the European Platform of Regulatory Authorities and other relevant institutions in Europe. Oversee, organise and contribute to the Observatory market studies and research. Manage the financial resources allocated to the market information activities, including missions. Intervene in cases of operational, financial or staff issues within the department, in cooperation with the Head of Administration. Negotiate and conclude contracts with information suppliers and monitor the work with partners and external experts. Communication and Representation Draft documents such as memoranda, reports, correspondence and speeches. Participate in the dissemination of the Department’s works through presentations and moderation in conferences, videos, etc. Represent the Department in statutory meetings. Requirements to apply Hold a higher education degree or qualification in a subject relevant to the Department’s work, preferably in economy, business, sociology, political science, media studies or related fields. Have 8 years of relevant professional experience in socio‑economic research and/or studies in the field of media, film and/or creative industries. Have in‑depth knowledge and understanding of the European audiovisual sector and its professional community and their information needs. Have experience in project management, international co‑operation and related working methods. Have the ability to manage budget and teams. Have in‑depth understanding and experience of data management based on IT tools. Have a very good knowledge of English (one of the two official languages of the Council of Europe). Have a good knowledge of French (the other official language). Have excellent communication skills in English, both written and oral, and the ability to collaborate and partner with multiple stakeholders. You must also: Be a citizen of one of the member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state. Have discharged any obligation concerning national service (military, civil or comparable). Not be the parent, child, step‑child or grandchild of a serving staff member of the Council of Europe.
