Consultant to draft the final RAM country Report Moldova UNESCO•Paris, Île-de-France, France OVERVIEW The project Scaling Inclusive Human Rights-Based Ethical AI Governance (2025) aims to consolidate the results delivered to date, expand the reach and depth of diagnostic and policy development efforts, and deploy globally the tools, methodologies, knowledge, and experiences from recent AI governance initiatives. The objectives are organized around three pillars: empowering civil society; expanding and deepening engagement with countries for ethics of AI through RAMs and other tools; and producing new knowledge on AI governance. UNESCO’s Readiness Assessment Methodology (RAM) has been successfully implemented in several countries. It has informed national AI policies such as the Draft Kenya National AI Strategy (January 2025). The RAM was published in 2023 and has received valuable feedback worldwide. Through the Scaling project UNESCO is mobilizing key stakeholders to conduct the RAM in seven countries. The aim of this consultancy is to draft the final country report for one of these seven countries, reflecting the results obtained through UNESCO’s RAM. RESPONSIBILITIES Lead the data curation and analysis based on the completed RAM questionnaire and national consultation inputs, providing a comprehensive understanding of the country’s potential for AI development, institutional and regulatory readiness, and existing gaps. Draft the final policy-oriented RAM country report (in English) following UNESCO’s format, including qualitative and quantitative information, relevant data visualisations, examples of good practices, and policy recommendations for regulatory and institutional reforms and capacity‑building priorities within the framework of UNESCO’s Recommendation on the Ethics of Artificial Intelligence. Prepare a diagnostic summary that consolidates the validated RAM results and highlights key findings from the national consultations. Collaborate closely with UNESCO’s Ethics of AI Unit to incorporate feedback and finalize the report for publication and presentation. Conduct a RAM country report launch event at the end of Month 3, coordinate logistics with the government and UNESCO HQ, and provide material for the event (speeches, social‑media posts, etc.). Provide key insights and data about the country for the observatory country page and engage in discussion meetings with the UNESCO HQ team to identify future engagement on the RAM. DELIVERABLES AND TIMEFRAME Month 1 (by 31 January 2026): Monthly report on activities. Month 2 (by 28 February 2026): Draft RAM country report and diagnostic summary. Month 3 (by 31 March 2026): Final RAM country report, final diagnostic summary, and brief report on the launch event. Work Experience Minimum five years of professional experience in AI ethics governance and policymaking, particularly conducting research and producing policy-oriented reports (A PhD may count as experience). Demonstrated experience leading multi‑stakeholder consultation processes and synthesizing diverse inputs into coherent policy documents. Proven experience developing or revising assessment methodologies, policy tools, or governance frameworks in the AI ethics or digital governance context. Experience coordinating international projects, managing expert groups, and ensuring high‑quality deliverables. Skills Very good understanding of AI’s ethical, legal, social, and governance issues and related digital technologies, especially in the Moldovan context. Excellent knowledge of AI governance dynamics, policies, legislative and regulatory frameworks, institutional mechanisms, and stakeholder initiatives; familiarity with UNESCO’s Recommendation on the Ethics of Artificial Intelligence and the RAM. Proven ability to conduct high‑quality policy research, synthesize complex information, and produce clear, concise, and impactful reports. Excellent organizational and project management skills, handling multiple interrelated deliverables within tight deadlines. Languages Excellent spoken and written knowledge of English. DESIRABLE QUALIFICATIONS Education Advanced university degree (PhD) in the governance of artificial intelligence, ethical and social implications of AI, digital technologies law and technology, computer science, data science, computational social science, or related fields. Work Experience Experience conducting research, analysis, and/or implementing programmes/projects on the ethical, legal, social, and governance issues of AI and related digital technologies. Prior experience producing policy-oriented publications for international organisations or government agencies. Languages Knowledge of another UNESCO official language (French, Spanish, Russian, Arabic, or Chinese).
