HSE Manager

As part of the project to create interconnection infrastructure between Spain and France, Transmission System Operators, REE (Red Electrica de España) and RTE (Réseau de Transport dElectricité), represented by the joint-venture company INELFE in charge of piloting this project, requires some HSE personnel to support the Project.All projects are required to comply with the obligations set forth in the Labour Code, the Environmental Code and the Code of Transport, as well as with the health, safety and environmental regulations for maritime infrastructure and port facilities that are applicable in Spain and in France.ResponsibilitiesThe project HSE manager has key responsibilities:LeadershipWill serve as the primary HSE contact for the project directors;Will manage the project's HSE team, made up of Site HSE Managers;Depending on the activity involved in the project, Site HSE Managers may be sent to batches other than the ones assigned to them within the scope of the project. It is up to the project HSE manager to decide which batches require more of a presence than the others, based on the project's current development and to mobilise the Site HSE Managers accordingly (and to be present on site if necessary);In the event of a schedule incompatibility, the project HSE manager may be required to order an additional one-off service for additional HSE bolstering (via an already established RTE framework contract), subject to approval by the project's management team;Can conduct HSE visits;Ensures the presence of the HSE team during HSE visits to vessels organised by the EPCI Contractor;Ensures unity, standardising practices and ensuring the smooth operation of the way the CSPS is coordinated (in France) and the way the CoSS is coordinated (in Spain) for the project;Attends HSE meetings with key project stakeholders (and leading them when these are internal meetings, otherwise it is the role of the contractor/subcontractor to lead HSE meetings);Attends Executive Committee meetings (or equivalent) for the project and representing HSE interests;Attends monthly meetings (not associated with CISSCT in France, or with the CSS in Spain) and cooperate with the contractor/subcontractor for HSE interests;Organises HSE awareness-raising sessions or days (such as annual safety day) (for anyone from INELFE, REE or RTE working on the project);Establishes regular contact with HSE contractors and their subcontractors;Is present or make himself available for inspections with the authorities;Represents general HSE considerations: one of the roles is to standardise the HSE system in order to maintain its unity.Is the primary HSE contact for maritime operations;Participates in HSE risk analysis sessions, especially in relation to the project's most critical activities;Mobilises HSE bolstering from outside in consultation with the project directors when needed (for example: diving expertise, risk assessment, etc.), via the RTE framework agreement;Ensures the quality of investigation reports;Contributes to the analysis and review of HSE events;May participate in joint inspections and attend CISSCT/CSS meetings;May contribute to design studies and upstream document checks (once the contract has been awarded, HAZOP) & during the implementation phase (HIRA);Coordinates, at the start of the implementation phase, the provision of PPE between REE and RTE and draw up a list of PPE for each activity.Collect all data needed and update HSE KPIs for project directorsTransmits monthly report to project directorsHealthConducts a specific regulatory watch on potential pandemic issues and pass on any new information concerning changes in requirements at the sites or in the way in which work is structured (coordination between Spain and France in particular);Could be appointed COVID coordinator or equivalent if necessary;Organises inspections of site facilities (living quarters, living quarters on ships, etc).Ensures, with the dialogue process manager, compliance with administrative and environmental authorisations (water law, CUDPM law, etc.);Monitors the sites waste management score;Helps preventing noise (in particular with third parties);Ensures the implementation of prevention measures to avoid pollution at sea and on site;Knows the records of environmental impact assessments;Specific features for Spain:Monitors and assists Site HSE managers on the Spanish side on the specific environmental aspects of Spanish regulations.Security (malicious acts)Maintains reports on security events.Provides regular internal HSE reporting to the project manager and batch managers. Reportsmust be:Produced on a day-to-day basis, based on site observations;Weekly to share best practices and issues of non-compliance in relation to safety and the environment;Monthly to share a review of HSE events and to monitor safety and environmental actions.
