Senior Analysts

The IEA is recruiting several Senior Analysts to work in the Oil Industry and Markets Division (OIM) and the Energy Security and Emergency Division (ESE) in the IEAs Directorate of Energy Markets and Security (EMS). OIM generates forecasts and analysis of the oil market under demanding deadlines. The division is responsible for the IEAs flagship monthly Oil Market Report (OMR) and its annual Medium Term Oil Market Report. The Energy Security and Emergency Division manages the Agency's programme of work on emergency preparedness and policy of member and non‑member countries of the IEA. This is the core energy security policy mission of the IEA which has been extended beyond oil to include supply security of natural gas, electricity and energy‑related critical minerals. The selected candidates will work under the supervision of the Head of Divisions. Main Responsibilities Research and Analysis Plan, prepare and undertake high‑quality quantitative and qualitative analysis covering oil security and markets over the short and medium term at the global, regional and country level. Overview analysis of other members of the team, providing feedback where appropriate to ensure quality of division's work. Lead the development of relevant models and assessment frameworks to enhance the quality of the analysis. Take a leading role in the design, improvement and implementation of division's work reports and online content under frequent and tight deadlines, both individually and in teams, ensuring dissemination. Co‑operate with colleagues from the agency on cross‑disciplinary analytical projects. Leadership and Management Provide intellectual guidance in developing thought‑leading analysis of oil market trends. Manage and mentor analysts and support staff. Contribute to the definition of strategic directions of the policy work on oil market issues. Present analysis and findings at meetings of the IEAs Standing Committees. Liaison and Outreach Collaborate with other divisions and teams in the Agency on cross‑divisional analytical projects and participate in preparations and running of meetings of various IEA groups and committees. Liaise with representatives of IEA member and association governments, industry, international organisations and other institutions involved in oil industry and market analysis. Represent the IEA on subjects related to oil market analysis at international conferences and seminars. Participate in missions to member and non‑member countries. Qualifications Ideal Candidate Profile Academic Background An advanced university degree in petroleum geology, petroleum engineering, economics, journalism or another relevant discipline. Professional Background A minimum of 8 to 10 years’ experience in a research, consulting, corporate planning and/or oil and/or product trading capacity with a focus on oil markets and/or energy security. Policy experience with exposure to energy or energy‑security (oil, gas and/or electricity) questions in government and/or industry. Professional experience preferably in a cross‑national context working on oil market analysis, energy security and research. Proven track record of managing complex projects involving multiple inputs to meet tight deadlines. Proven management skills with a specific focus on coordinating multiple projects at the same time. Demonstrated experience in quantitative data analysis and in developing analytical methodologies and tools. Languages Excellent oral and written communication skills and excellent drafting ability in English. Working knowledge of other languages would be an advantage. What the OECD offers Depending on level of experience, monthly salary starts from 10,937.92 plus allowances based on eligibility exempt of French income tax. Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant. Selection Process For retained candidates written tests / video‑recorded interviews are foreseen towards October and panel interviews are planned from November. This is a recruitment to develop a roster for OIM and ESE managers considering future upcoming roles at the Agency. Successful candidates may be cleared and further interviews may follow for cleared candidates depending on the needs of the Agency and the expertise/area of interest of the candidate.
