Within the Executive Directorate working closely with business partners the Digital Knowledge and Information Service (EXD / DKI) designs and provides secure digital solutions IT and information management services and the technologies to deliver efficient corporate services meet business partners needs and to support and enhance the OECDs global role in building knowledge communicating with the world and interacting with governments to inform and influence policy‐making. The office of the EXD / DKI Head of Service advises and supports the Head of Service and the Executive Director in defining and implementing innovative strategies to provide cost‑effective business‑driven digital solutions and services for the Organisation. In this role working within the office of the Head of Service and reporting to the Head of Digital Architecture you will provide strategic guidance and legal counsel regarding DKI’s programme of work on a range of IT‑focused topics including Digital Security, Information Management, IT Services, Procurement and Digital Architecture Governance.During the course of the assignment you will be responsible for work related to Digital Solution Risk Assessments, legal and policy expertise relating to IT decentralisation and the roll‑out of AI‑enhanced services and associated contract guidance. Main Responsibilities IT Governance & Advisory Oversee the OECDs Digital Risk Assessment process; assess proposed solutions and tools. Update and optimise the Digital Risk Assessment process as and when necessary. Review draft and/or negotiate a wide range of procurement contracts, intellectual property (IP) licences and other legal documentation. Ensure all contracts comply with applicable OECD internal rules, regulations, policies and procedures and cooperate with OECD colleagues in such respect. Provide legal advice to internal clients and the Project team in relation to contractual issues including those of a commercial AI‑IP law (in particular copyright and database rights), data protection / privacy, information technology (IT) and IT security nature. Provide legal advice in relation to grants; review, negotiate and draft documentation to obtain, implement and/or amend grants. Act as the Head of Service Office’s contact point for procurement of intellectual and other services, guide the Project team on procurement strategy and prepare / review procurement‑related documents (such as Terms of Reference) for the Project. Conduct legal research and analysis on a variety of topics including by preparing drafts of documents, briefs or guidance notes on public international law institutional (internal and external) and/or procedural matters, reviewing and advising on cooperative arrangements and related approval processes and attending meetings when advising on particular issues under discussion when relevant. Assist in developing and implementing new tools and guidance to build knowledge and enable efficiencies relating to legal and procedural matters. General Collaborate and liaise with partner teams and cross‑functional collaborators as necessary, sharing best practices, updates and other information as appropriate and relevant. Stay up‑to‑date with emerging trends; evaluate relevant new technologies and hardware, analyse their business benefit, conduct cost / benefit analysis and draft evidence‑based recommendations for their adoption when this would make good business sense. Apply new techniques and trends in‑line with the overall objectives and risk tolerance of the OECD. Fulfil other role‑specific tasks as required. Qualifications Ideal Candidate Profile Academic Background A university degree in Law or related fields or equivalent practical experience. Admission to practice law in one of the OECDs Member countries and knowledge of the two main legal systems (civil and common law) would be an advantage. Professional Background At least three years of proven practical experience within a national government or an international organisation, private law firm or in‑house in areas relevant to this job specification (particularly AI‑IP law, data protection / privacy, governance etc). Demonstrated contract drafting and negotiation skills (particularly in English). Experience in analysing legal and risk‑related issues and identifying solutions that are pragmatic and legally sound. Experience in conducting high‑quality background research. Demonstrated ability to work both autonomously and in a small team environment to develop strong working relationships with colleagues at all levels and from diverse cultures to maintain high customer service quality and to meet tight deadlines. Broad knowledge of current and emerging technologies (e.g., GenAI), industry trends and best practices together with demonstrated experience evaluating their strategic value. Knowledge of the OECDs structure, processes, regulations and administrative systems or experience in a similar role in another International Organisation would be an advantage. Experience in an international and cross‑cultural setting would be preferable. Languages Working knowledge of both OECD official languages (English and French) would be an asset. Knowledge of other languages would be an asset. What the OECD offers Depending on level of experience, monthly salary starts at 7,644.78 EUR plus allowances based on eligibility, exempt of French income tax. Selection Process Following application stage selected candidates will be invited to complete a video interview.
