About the Role

We are seeking a highly skilled Financial Expert to join our team at the Metropole Europeenne de Lille. As a key member of our finance department, you will play a crucial role in supporting the execution of financial budgets and providing expert financial advice to our stakeholders.

Key Responsibilities

  • Incarner un appui technique sur des dossiers complexes et/ou transversaux:
    • Take charge of complex financial projects and ensure their successful implementation
    • Produce in-depth financial analyses and recommendations
    • Ensure regular reporting and communication with senior management
  • Positionner comme un interlocuteur privilégié du comptable public, en lien avec la direction, et en ce sens:
    • Piloter et suivre la convention de services financiers et comptables
    • Piloter et suivre des projets communs d'amélioration de la relation ordonnateur-comptable
  • Être un véritable appui à la coordination de la démarche de préparation à la certification des comptes, et plus généralement au suivi des plans d'action d'amélioration du fonctionnement de la direction ou des processus de gestion comptable et financière:
    • Coordinate the certification process within the finance department
    • Support services in developing project management and implementing change management plans
    • Develop targeted diagnostics and regular reports on the certification process

Requirements

  • De formation supérieure bac + 3/ 5 en comptabilité / contrôle/ audit, vous disposez de solides connaissances en droit public, en comptabilité et finances publiques
  • Experience in internal control and financial auditing, preferably in public sector organizations
  • Autonomy, determination, and rigor, with excellent communication and interpersonal skills
  • Organizational and methodical approach, with experience in project management
  • Ability to synthesize complex information and create clear, concise reports
  • Excellent relationship-building skills, with experience in developing partnerships and working in a transversal environment
  • Participation in certification processes and knowledge of the relationship with the Commissaire aux comptes is a plus
  • Fonctionnaire ou lauréat d'un concours de la fonction publique de catégorie A (filière administrative)
