OVERVIEW OF THE ROLE
The UNESCO International Institute for Educational Planning (IIEP) is a unique entity within the United Nations system, dedicated to enhancing educational policy, planning, and management. Established in 1963, IIEP plays a pivotal role in supporting educational ministries and stakeholders globally through training, technical assistance, policy research, and knowledge sharing. The Institute is currently implementing its Medium-Term Strategy, launched in December 2021, to fulfill its objectives.
Under the guidance of the IIEP Director, the incumbent will oversee the formulation, execution, monitoring, and assessment of IIEP's global strategy on gender and equity.
KEY RESPONSIBILITIES
- Provide strategic, intellectual, and operational leadership to promote gender equality across all IIEP programs and initiatives.
- Design, implement, and evaluate IIEP's Gender and Equity Strategy, ensuring alignment with UNESCO's Priority Gender Equality Action Plans.
- Guide the Gender at the Center Initiative team in Dakar, offering programmatic direction and support.
- Establish partnerships with UN organizations, agencies, and external stakeholders to advance IIEP's strategic vision on gender and equity.
- Mobilize resources for projects focused on gender and equity, identifying gaps and fostering collaborative initiatives.
- Engage in global discussions and forums related to gender equality in education, particularly in Africa.
- Collaborate with senior management to enhance program effectiveness and resource mobilization regarding gender and equity.
- Develop a global network of gender and education experts across IIEP's four functional areas.
- Integrate a gender perspective into IIEP's technical support activities for countries.
- Advise high-level authorities on strategic policy decisions regarding gender and equity.
- Maintain strong relationships with partners involved in various alliances and initiatives.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master's or equivalent) in education, public administration, economics, politics, gender studies, or a related social science discipline.
Work Experience
- At least 10 years of progressively responsible experience in analyzing gender disparities and integrating gender equality into public policies, with a minimum of 5 years at the international level.
- Experience in facilitating education policy dialogues with ministries and development partners in Africa.
- Proven experience in managing organizational change related to gender equality.
SKILLS AND COMPETENCIES
- In-depth knowledge of education systems in low and middle-income countries.
- Expertise in designing interventions to address gender disparities in education.
- Ability to conduct missions in diverse and challenging environments.
- Experience in managing multi-donor initiatives.
- Strong interpersonal and communication skills.

- Proficient in IT, including MS Office applications.

LANGUAGES
- Fluency in both French and English, spoken and written.
DESIRABLE QUALIFICATIONS
- Ph.D. in politics, gender studies, or a related social science discipline.
- Knowledge of another official UNESCO language (Arabic, Chinese, Russian, Spanish).
