Job Summary

The Financial Controller/Study and Analysis Manager is responsible for three key missions:

Mission 1: Cost and Service Observatory

Evaluate the costs of production and their determinants, as well as the relevance of actions and policies implemented by the city, and compare them to best practices in other comparable municipalities (benchmarking).

Mission 2: Reporting Culture Development

Accompany services in developing a reporting culture by providing continuous analysis and dialogue, including quantitative, qualitative, and budgetary analysis of their activities.

Mission 3: Policy Evaluation

Evaluate public policies based on the previous two missions, by developing an activity report with relevant indicators to measure the evolution and life of services and public policies implemented by the Blanc-Mesnil town hall.

Profile

With at least 5 years of experience in financial control or public policy evaluation within local authorities (or on behalf of them through consulting services), you have a strong understanding of the policies implemented at the municipal level and the ability to determine and implement relevant indicators to evaluate them.

Requirements

Rigorous and methodical, with excellent interpersonal skills, you will be able to provide valuable advice to elected officials and services in creating a reporting culture and improving quality.
