The Proposal Manager at Westinghouse Electric Company LLC plays a pivotal role in overseeing the development of proposals for intricate projects, typically exceeding $5 million. This position emphasizes the commercial aspects of proposals and the management of pricing documentation. The individual will ensure adherence to company governance processes and will efficiently coordinate necessary meetings. Reporting directly to the Proposal Management Director, this role is essential for successful proposal execution.
Key Responsibilities:
- Oversee Proposal Development for Large Offers: Manage the proposal process for complex offers generally valued over $5 million.
- Establish and communicate the Division of Responsibility Matrix to the bid team members.
- Develop and maintain the proposal timeline, ensuring compliance with internal processes and customer deliverables, while addressing any scheduling challenges proactively.
- Identify and coordinate the requirements of the Request for Quotation (RFQ), including necessary documentation and translations.
- Facilitate bid/no bid decisions, kickoff meetings, and status reviews throughout the proposal lifecycle.
- Collaborate with various stakeholders, including Customer Solution Managers, Account Teams, and legal departments, to ensure comprehensive proposal development.
- Assist the Offer Capture Team in formulating risk mitigation strategies for identified challenges.
- Draft the complete commercial bid, including pricing, terms of payment, and conditions.
- Integrate all relevant information into customized customer offer templates, ensuring a thorough submission package.
- Verify that all RFQ elements are addressed in the proposal package.
- Distribute the draft proposal to the team, consolidating feedback into the final submission.
- Ensure timely and complete submission of proposals to customers through the appropriate channels.
- Maintain accurate records in the Company CRM system during the proposal phase.
- Support negotiation processes with clients until contract finalization, ensuring alignment with all relevant stakeholders.
- Oversee order entry in SAP and manage order acknowledgment communications with customers.
Costing and Pricing Management:
- Collaborate with Customer Solutions Managers to develop financial models that support the proposal submission process.
- Ensure all cost elements and margin factors are accurately reflected in pricing models that align with customer templates and company governance.
- Confirm accuracy of cost rates, overheads, and margins in estimates, preparing comprehensive estimate sheets.
- Propose payment terms that align with project cash flow requirements.
- Prepare the pricing section of proposals in the requested format, ensuring robustness and consistency with company cost inputs.
Governance and Compliance:
- Provide oversight to ensure compliance with relevant policies and procedures.
- Determine the appropriate levels of authority required for proposal approvals.
- Coordinate the development and review of the Limit of Authority (LOA) documentation.
- Facilitate LOA meetings with senior leadership, securing necessary approvals and maintaining documentation.
- Document meeting notes and incorporate changes into LOA documentation as needed.
Collaboration and Strategic Support:
- Support financial objectives for the business segment, including margin targets and opportunity growth.
- Maintain technical and sales knowledge to support product portfolio needs.
- Develop and nurture relationships with internal and external stakeholders.
- Contribute to the implementation of sales strategies and risk identification.
- Enhance team productivity and alignment to optimize market share.
- Address complex challenges through thorough investigation and analysis.
Qualifications:
- Bachelor's degree in Engineering, Business Management, or a related field.
- 2-5 years of experience in a relevant industrial environment with strong commercial acumen and project management skills.
- Ability to meet deadlines and work independently.
- Proactive problem-solving skills and a positive team-oriented attitude.
- Strong numerical skills and advanced proficiency in Microsoft Excel.
- Effective communication skills with stakeholders at all organizational levels.
- Proficient in Microsoft Office Suite (Word, PowerPoint, SharePoint).
- Familiarity with additional IT tools (SAP, D365, PowerBI, PRIME) is advantageous.
- Willingness to travel occasionally for business purposes.
