Junior IT Project Officer

We are seeking a motivated and detail-oriented Junior IT Project Officer to join our Directorate of Information Technology. As a key member of our team, you will play a crucial role in coordinating projects, managing resources, and ensuring alignment with our IT strategy.
Key Responsibilities:- Assist in the development of project approaches, defining major time frames and deliverables to achieve desired goals and outcomes.
- Help the team coordinate project planning, organization, and evaluation in collaboration with relevant staff and external partners, ensuring alignment with key strategies, priorities, and deadlines.
- Work closely with the Heads of Project Management Office (PMO) and Change Management to establish and manage project roadmaps within established best practices, standards, and frameworks.
- Participate in meetings to monitor IT project needs across different Directorates and Services.
- Act as a catalyst for progress, facilitating consultation and exchanges to find common solutions and ensure follow-up.
- Prepare, ensure quality, and disseminate IT project documentation and management materials.
- Evaluate projects to identify adjustments and improve working methods.
- Assist team members, fostering internal communication, cooperation, team spirit, and a harmonious working atmosphere.
- Monitor project activities to ensure they progress according to schedule and evaluate project risks, following up on mitigation plans.
- Assist the team to elaborate business cases and returns on Investment (ROI), develop and control program budgets, managing expenditures within agreed spending plans to achieve effective and efficient results.
- Partner with executive sponsors to communicate program goals, objectives, and potential outcomes.
- Participate in regular interactions with executive sponsors to inform, alert, negotiate, and maintain good relationships and a shared vision for program outcomes.
- Stay informed of the latest IT developments and work closely with all stakeholders to ensure activities are well-coordinated.
- Act as an advisor, building and maintaining relationships across the wider stakeholder community.
- Report to the PMO and executive sponsors on results achieved, additional needs, risks, and opportunities.
- Produce key performance indicators (KPIs) for the program.
- Assist in the creation and maintenance of required program documentation and artifacts.
- Higher education degree or qualification equivalent to a master's degree in Computer Science, Engineering, Data Science, or a related field.
- Maximum of two years of relevant professional experience in IT project management.
- Very good knowledge of one of the two official languages of the Council of Europe (English or French).
- Good knowledge of the other official language (English or French).
- Citizen of one of the member States of the Council of Europe.
- Discharged any obligation concerning national service (military, civil or comparable).
- Not the parent, child, stepchild, or grandchild of a serving staff member of the Council of Europe.
- Under 35 years of age at the closing of the deadline for submission of applications for this vacancy notice.
- Professional and technical expertise in IT project management with a proven track record of delivering projects on time and within budget.
- Solid project management skillsets with the ability to independently define new projects and solve project delivery impediments.
- Demonstrated accountability for project timelines, deliverables, budgets, and delivery metrics.
- Excellent written and verbal communication skills for status reporting to senior stakeholders.
- Experience with agile development methodologies and lifecycle management.
- Knowledge of project management methodologies such as PMI, Prince2, etc.
- Capacity to supervise external suppliers' deliverables.
- Ability to manage multiple projects simultaneously.
