The OECD has established a significant role in international taxation matters. The Centre for Tax Policy and Administration (CTPA) is the central hub for the OECD's efforts concerning all taxation issues, both at the international and domestic levels. It aims to advance the Strategic Orientations of the Secretary-General, ensuring the OECD's tax initiatives effectively influence the international governance framework. The CTPA collaborates with various sectors of the Organisation on topics such as the digital transformation of the global economy, taxation and climate change, inclusive growth, and the implications of taxation on labor markets, among other multidisciplinary projects. Additionally, the CTPA provides analytical support to the OECD's Committee on Fiscal Affairs, which includes senior tax policy and administration officials from OECD countries, Associate and Partner countries, and other international and regional tax organizations. It also backs the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), which comprises over 140 member countries and jurisdictions, as well as the Inclusive Forum on Carbon Mitigation Approaches. Through its initiatives, the CTPA enhances the OECD's global standing in standard-setting, knowledge building, and communication with governments and stakeholders worldwide to inform and shape tax policy.

The CTPA is seeking a dynamic and seasoned Value Added Tax (VAT) Policy Consultant to bolster its VAT Unit, part of the CTPA's Tax Administration and VAT Division (TAV). The ideal candidate will possess extensive expertise in VAT design and administration, particularly in developing economies. S/he will provide intellectual guidance across various domains, especially concerning the formulation of internationally recognized standards for the efficient and effective structuring of VAT systems in a globally digitalized economy and their successful implementation. A profound understanding of VAT policy formulation and reform processes, coupled with significant experience in VAT administration, including compliance risk management, ideally in the context of digital commerce, is essential. The candidate must demonstrate the ability to cultivate and sustain effective working relationships and possess the background and skills necessary to collaborate closely with senior policymakers, administrators, and representatives from the global business community.

Key Responsibilities

Strategic and Technical Programme Development and Implementation

  • Contribute to the advancement of CTPA's initiatives on VAT and consumption taxes in alignment with the Committee on Fiscal Affairs' priorities and guidelines. This involves conducting research and analysis, drafting and reviewing reports, guidance documents, and other publications, and supervising efforts on current VAT policy design and administration issues, including collaboration with other Directorates.
  • Assist in the creation of guidance on the design and implementation of effective solutions for applying VAT to digital commerce, tailored to the needs and capacities of developing economies, based on OECD standards.
  • Engage in research and analysis to potentially develop guidance on leveraging technological innovations to enhance VAT policy and administration efficiency and effectiveness, as well as strategies to bolster tax administrations' capabilities in enforcing VAT compliance in digital trade.
  • Provide high-quality, country-specific advice and technical assistance regarding VAT and other indirect taxes. This may involve reviewing national VAT and broader indirect tax frameworks, identifying reform opportunities to enhance compliance and revenue, and assisting in reform implementation.
  • Participate in the activities of Working Party No. 9 on Consumption Taxes, the CFA's subsidiary body focused on consumption tax matters, its Technical Advisory Group, and the Global Forum on VAT.
  • Ensure that the perspectives of the CFA are integrated into work conducted across the Organisation.

Liaison and Representation

  • Establish and maintain strong connections with national authorities, other international organizations, the private sector, academia, and research institutions with expertise or interest in VAT policy design and implementation.
  • Collaborate with other international organizations to support the consistent application of internationally agreed VAT design and operational principles, particularly in developing economies.
  • Represent the OECD on VAT and other indirect tax issues in various internal and external forums, maintaining regular communication with senior officials in national capitals.
  • Contribute to the planning and execution of workshops and training sessions, especially for developing nations.
  • Travel abroad as necessary.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in law, public finance, taxation, economics, or equivalent professional qualifications acquired within tax administration or similar governmental agencies.

Professional Background

  • A minimum of five years of professional experience in VAT and/or indirect tax policy and administration, gained in a Ministry of Finance, national tax administration, international organization, or private sector, alongside excellent technical knowledge of the VAT Unit's subject areas.
  • Comprehensive experience in VAT policy design, administration, and operations, with a deep understanding of the policy and administrative challenges associated with VAT design, implementation, and reform.
  • Significant experience in VAT administration, including compliance risk management, ideally within the context of international and/or digital trade.
  • A solid understanding of the OECD's previous work on VAT, particularly the International VAT/GST Guidelines, subsequent initiatives, and the VAT Digital Toolkits.
  • Extensive experience in conducting analytical research and drafting high-quality policy documents (including reports, guidance notes, and/or legislation). Experience with comparative analysis of VAT and broader indirect tax policy design in OECD member countries and beyond is highly desirable.

Additional Information

Contract Duration

  • Eighteen months fixed-term appointment, with the possibility of renewal.

What the OECD Offers Depending on experience level, the monthly salary begins at 7,738.74 EUR plus allowances based on eligibility, exempt from French income tax.
