The OPS Proposal Manager plays a crucial role in overseeing the development of proposals for intricate opportunities, typically exceeding $5 million, with a strong emphasis on the commercial aspects of the proposal and the management of the pricing documentation. This position ensures adherence to the governance protocols of Westinghouse and facilitates the timely organization of necessary meetings. The individual will report directly to the Proposal Management Director.

Key Responsibilities:

  • Oversee the Offer Development Process for large and complex proposals:

Proposal Manager: typically > 5 M USD

Draft the Division of Responsibility Matrix for the offer and communicate expectations to the bid team members.Establish and manage the offer timeline, ensuring compliance with internal processes and customer deliverables, addressing any issues that may arise in a timely manner.Identify specific RFQ requirements, including necessary attachments, and coordinate the completion of all inputs.Facilitate bid/no bid decisions, kickoff meetings, and status review sessions.Collaborate with the Customer Solution Manager, Account Team, Contracts/Legal, and other relevant departments as needed.Assist the Offer Capture Team in developing risk mitigation strategies.Prepare comprehensive drafts of the commercial bid, including pricing, terms of payment, and terms and conditions.Integrate all relevant information into customer-specific offer templates, ensuring a cohesive submission package.Verify that all customer RFQ elements are addressed in the proposal package.Distribute the draft proposal to the offer team and consolidate feedback into the final submission.Ensure timely and complete submission of the proposal to the customer through the appropriate channels.Maintain updated information in the Company CRM system during the Offer Phase.Support negotiations with clients until the final contract is signed, ensuring alignment with all relevant stakeholders.

Manage the entry of orders in SAP and issue order acknowledgment letters to customers.

Costing and Pricing for large and complex proposals:Work with the Customer Solutions Manager to develop cost models that align with the financial aspects of the submission.Incorporate all cost elements and margin factors into a pricing model that meets customer template requirements and Westinghouse governance.Ensure accuracy in cost rates, overhead markups, and margin levels in estimates.Propose payment terms to support project cash flow.

Prepare the pricing section of the proposal in the required format, ensuring robustness and consistency with Westinghouse cost inputs.

Governance Process Management:Provide oversight to ensure compliance with relevant policies and procedures.Determine appropriate levels of authority and required approvers.Confirm LOA requirements, schedule meetings, and develop necessary documentation in line with Westinghouse policies.Coordinate inputs for draft LOA documents and presentation materials, facilitating reviews and finalization.Lead LOA meetings with senior leadership, securing approvals and archiving final documents.

Document meeting notes and actions, incorporating changes into LOA documentation.

Collaboration and Support of Company Objectives:Support financial goals established for the Business Segment product portfolio, including margin targets and opportunity growth.Maintain technical and sales knowledge to support product portfolio needs.Build and sustain critical relationships with internal and external stakeholders.Engage in the implementation of sales strategies.Contribute to risk identification and mitigation strategies.Support pricing strategy development and risk reviews.Enhance alignment and productivity among account teams and marketing to optimize market share.Address complex problems requiring thorough investigation and analysis.

This role necessitates the ability to influence others and effectively communicate with executive leadership.

Qualifications:

A Bachelor's degree in Engineering, Business Management, or a related field is required.

  • 2-5 years of experience in an industrial environment with strong commercial acumen and project management skills.
  • Ability to meet predetermined deadlines.
  • Self-motivated with a proactive approach to problem-solving.
  • Positive team player with enthusiasm for work.
  • Strong numerical skills and advanced proficiency in Microsoft Excel.
  • Effective communication skills with stakeholders at all organizational levels.
  • Proficient in Microsoft Office suite (Word, PowerPoint, SharePoint).
  • Familiarity with additional IT tools is advantageous (SAP, D365, PowerBI, PRIME).
  • Willingness to travel domestically for customer engagements or industry events may be necessary.
