ROLE OVERVIEW
The Offshore Pre-commissioning Manager is responsible for overseeing all technical and operational aspects related to offshore pre-commissioning tasks within the scope of the Engineering, Procurement, Construction, and Installation (EPCI) Contract. This role involves ensuring that pre-commissioning activities align with established execution plans and adhere to the Project's Health, Safety, Environment, and Quality (HSEQ) management system.
KEY RESPONSIBILITIES Lead and manage the Pre-commissioning Team throughout all project phases. Ensure the timely and budget-compliant delivery of all pre-commissioning elements while maintaining high-quality standards consistent with a 30-year project design life. Monitor and manage all aspects of pre-commissioning work both onshore and offshore, ensuring adherence to schedule, budget, technical specifications, quality, and HSES requirements. Develop and implement a readiness process to ensure that both contractor and company are adequately prepared for site activities. Create and maintain an accurate schedule for all phases of deepwater operations. Proactively communicate significant project threats to the EPCI Installation Manager, along with proposed mitigation strategies. Represent the EPCI Team in internal and external meetings as necessary. Define and manage work tasks with external consultants and contractors as required. Ensure compliance of all pre-commissioning activities with project technical requirements. Oversee equipment inspections and ensure that Marine Warranty Surveyors are engaged in the process. Identify and resolve interface issues efficiently and cost-effectively in collaboration with other leads and senior engineers. Collaborate with the project HSE department to ensure that all pre-commissioning activities prioritize Health, Safety, Security, and Environmental standards. Provide leadership in HSE performance and compliance, including monitoring performance and implementing corrective measures as needed. Ensure that all pre-commissioning activities meet high standards of Quality Assurance and Control.
CONTEXT Involvement in a significant investment project featuring a large LNG facility with extensive infrastructure and subsea development. Development of a subsea gas field through multiple production wells and associated infrastructure.
QUALIFICATIONS & EXPERIENCE At least 15 years of experience managing large-scale pre-commissioning contracts for various offshore systems. Proven leadership and management experience in pre-commissioning operations. Strong knowledge of offshore installation processes related to pipelines and umbilicals. Ability to work effectively in a multicultural environment and solve problems pragmatically. Strong interpersonal skills to foster collaborative relationships with contractors. Bachelor's degree in engineering or equivalent is required. Current BOSIET and OGUK medical certifications are necessary.
