Relying on the Legal and Purchasing Department, and under the authority of the Purchasing Manager, you will intervene in the definition and organization of public works purchases for the Company, in compliance with the rules of public procurement.
Your main activities will be:
- Participation in the planning of purchases (in liaison with the Purchasing Manager and the Project Management Department):
- Aide to programming and mapping of works purchases for the company
- Accompaniment in the implementation of framework agreements
- Analysis and evaluation of needs - Triggering of the consultation procedure:
- Definition of needs in liaison with the Project Management Department (DMO)
- Accompaniment of the DMO on the choice of procedures
- Elaboration of the purchasing strategy (Allotissement, Variante …)
- Implementation of sourcing/benchmarking actions:
- Prospection or analysis of the market of suppliers and works (sourcing)
- Financial analysis of offers
- Conduct of negotiations with suppliers, in collaboration with the DMO
- Measurement of purchasing performance:
- Implementation of vigilance actions on market evolutions
- Expansion of the supplier panel
- Collection of information on contract follow-up with the DMO:

Holder of a higher education degree in the construction industry or purchasing, you justify 3 years of successful experience in similar functions in the real estate sector (construction of public or private buildings, property promotion …) as a buyer, ideally, or program manager, construction economist, …
You have a solid knowledge of public markets (Public Procurement Code) and intervene operationally on the entire purchasing process in close collaboration with the DMO and in liaison with the Legal and Purchasing Department.
You demonstrate a keen sense of negotiation, have a strong conviction and the ability to manage transversal projects in a team.
You enjoy interacting with various interlocutors and are recognized for your ease of communication and writing, your reactivity with a sense of priorities.
