Key Responsibilities
As a pivotal contributor to the development of a region with a significant population, the Department of Sarthe, employing a dedicated team, engages in various sectors including social services (support for the elderly, disabled individuals, and children), regional development (tourism, culture, agriculture, education), and land use planning through the management of infrastructure, waterways, and sensitive natural areas.
The public electricity distribution service has been a core responsibility of the Department for many years, ensuring reliable electricity supply and service quality for every user in Sarthe. This involves executing multiple programs across the territory:
- Network enhancements,
- Network safety measures,
- Network undergrounding in rural areas and near significant sites.
The Department has renewed its concession agreement with a major operator, which manages the regional network and its associated infrastructure.
YOUR ROLE
Within the Networks division, reporting to the Directorate of territories, agriculture, and sustainable development, you will provide technical assistance to rural electrification sector managers to enhance coordination of interventions, processes, and activities through a unified and standardized professional practice approach.
Your responsibilities will include:
- Developing tools to monitor and oversee the activities of providers and concessionaires to improve coordination of work supervision tasks
- Conducting technical oversight in the electrification domain to establish a technical framework within the department
- Tracking technical decisions of the department through meeting summaries and proposals for enhancements in technical practices
- Monitoring and executing cross-functional projects (updating internal tracking tools, analyzing incoming requests...)
- Providing technical support to the Administrative and Financial Management Officer in consolidating departmental activities
- Coordinating interventions in collaboration with partners
You will also oversee work supervision for network reinforcement and undergrounding projects, coordinating interventions with partners, and managing administrative oversight of project files.

- Creating and refining activity dashboards and management indicators

- Providing technical advice and support for professional practices
- Monitoring services rendered by external providers
- Accepting completed works
- Ensuring compliance with construction regulations and standards
- Planning and coordinating projects executed in-house or by contractors
- Representing the project owner at site meetings and overseeing work execution
- Ensuring adherence to safety and signage regulations on sites
- Managing network design and operational aspects
- Estimating project costs and verifying financial feasibility
- Assisting in the maintenance of databases and geographic information systems
- Measuring quantities of work completed
- Documenting field visit reports and summaries
- Conducting technical research
- Facilitating meetings
Qualifications and Experience
With a higher education degree in civil engineering or public works and several years of experience in this field, you possess knowledge in the construction of electrical and telecommunications infrastructure. You are well-versed in the operations of local authorities and understand the specificities of public environments.
Detail-oriented and self-sufficient, you value teamwork and possess strong facilitation and coordination skills.
