Job Summary
The Lead SCM Engineer for Oil & Gas Projects and Tenders is responsible for managing the procurement of high-value and complex materials and/or services allocated by the Project SCM Manager.
Key Responsibilities
- Develop and implement procurement strategies for assigned procurement packages, in accordance with the company's general procurement strategy and corporate policies.
- Coordinate with other disciplines to ensure all requirements are included in pre-qualification and tender documents, and prepare/issue the Request for Quotation to suppliers using SAP Ariba tool.
- Review and clarify all bids, conducting contractual, commercial, and schedule analysis, and liaising with other disciplines for timely review and clarification of technical, quality, and HSE sections.
- Finalize bid summaries and make recommendations to the Project SCM Manager and Project Manager.
- Prepare subcontract documents, Supplier Commitment Approval (SCA), and contractual deviation matrices for management approval.
- Create Purchase Requisitions (PR) and Purchase Orders (PO) in SAP, and expedite their approval.
- Understand project requirements, including scope of work, delivery schedule, budget, and flow-down conditions, and how the PO integrates into the project execution plan and interfaces with other project activities.
- Understand supplier product and execution strategies, procurement and subcontracting strategies, key engineering and manufacturing steps, and associated risks.
- Identify and proactively develop mitigation measures for PO risks with relevant project stakeholders.
- Define convergence plans for POs, identifying key gates, associated dates, and readiness conditions, and use these plans to monitor progress and communicate priorities to project stakeholders.
- Organize necessary audits, Key Performance Metrics (KPM), and Productivity Performance Metrics (PPM), and monitor and expedite supplier documentation and timely treatment of Technical Queries, Deviation Requests, and Non-Compliance Reports.
- Report to the Project SCM Manager and serve as the focal point of contact with suppliers for all commercial, contractual, progress, and coordination matters.
Requirements
- Degree in a relevant discipline (Engineering or Business) or qualified by experience.
- Ability to understand technical discussions and measure potential associated commercial or schedule impacts.
- Cost-saving oriented, with the ability to challenge requests.
- Good knowledge of the offshore industry and its specificities, and complex items.
- Strong leadership and ability to coach and guide more junior colleagues.
