The OECD is looking for a Senior Infrastructure Policy Advisor to join the Blue Dot Network (BDN) Secretariat, an autonomous body that operates under OECD protocols. This role involves leading a dedicated team under the supervision of the Head of Secretariat. The ideal candidate will play a pivotal role in defining and executing a cohesive program aimed at promoting and enhancing the certification of infrastructure projects aligned with international standards, guided by the BDN Steering Committee comprising representatives from various governments.
The Blue Dot Network serves as a global benchmark for infrastructure projects, striving to bridge the significant gap between current infrastructure investments and the necessary funding required for sustainable economic growth. This initiative emphasizes the integration of social and environmental factors, ensuring that projects uphold principles of debt sustainability, value for money, inclusivity, resilience, integrity, and transparency.
Key Responsibilities
The selected candidate will:
- Collaborate with third-party certifiers and project owners to ensure thorough due diligence for certification proposals.
- Engage with project owners to guarantee the provision of accurate and verifiable information.
- Oversee and support the verification process in collaboration with relevant stakeholders.
- Promote BDN certification among various infrastructure stakeholders, including contracting authorities, developers, and investors.
- Manage a digital platform for the collection and administration of infrastructure project data.
- Assist in updating BDN criteria to reflect evolving international standards and best practices.
- Support capacity-building initiatives at the project level to align with BDN criteria.
- Collaborate with similar initiatives to ensure that collected data contributes to the global knowledge base on quality infrastructure.
The Policy Advisor will also prepare reports for the BDN Steering Committee and liaise with pertinent OECD directorates and external stakeholders. Furthermore, the advisor will assist in gathering and evaluating lessons learned from the initial phases of the BDN's development, which includes refining the certification process and enhancing the capabilities of the BDN Secretariat.
Ideal Candidate Profile
Academic Qualifications:
- Advanced degree in a relevant field such as finance, economics, political science, or engineering.
Professional Experience:
- At least five years of experience in the infrastructure or finance sectors, particularly in planning, development, and governance within emerging markets.
- Understanding of environmental, social, and governance (ESG) trends impacting infrastructure investment.
- Proven ability to respond promptly to information requests and maintain professional relationships across various sectors.
- Experience in drafting analytical papers and recommendations on complex policy issues related to infrastructure investment.
- International development experience, particularly within multilateral organizations or development finance institutions, is highly desirable.
Core Competencies:
- Demonstrated alignment with OECD's core competencies, including Vision and Strategy, Ethics and Integrity, and Collaboration.
Language Proficiency:
- Fluency in one of the OECD's official languages (English or French) and knowledge of the other is essential.
- Additional language skills are advantageous.
