Positioning and Reporting
Under the authority of the Deputy Director General (International Standards and Science) and the direct supervision of the Head of the Antimicrobial Resistance & Veterinary Products Department (AMR&VP).

Job Purpose
The World Organisation for Animal Health (WOAH) is implementing a collaborative project aimed at enhancing regulatory frameworks for veterinary medicines in Sub-Saharan Africa. The project officer will be accountable for evaluating a Regulatory Self-Assessment (SA) tool , created by the UK Veterinary Medicines Directorate (UK VMD), to assess its compatibility with existing tools and evaluation systems for veterinary medicinal products, while advising on its design and future enhancements under a One Health perspective for potential global application. Additionally, the project officer will oversee the execution of WOAH's strategy for the registration of diagnostic kits .

Key Responsibilities

Self-Assessment (SA) Tool:
– Analyze and evaluate the design, synergies, and compatibility of the SA tool with existing frameworks such as the PVS Pathway and WHO SA tool, in collaboration with relevant departments;
– Assess the effectiveness of the SA tool during its pilot phase with the UK VMD;
– Investigate regulatory environments in various regions to establish necessary specifications for global applicability of the SA tool;
– Evaluate the compatibility of the SA tool with information systems and identify necessary enhancements to align with WOAH's data management systems;
– Provide internal progress reports on assessments, including recommendations and prioritization of related activities;
– Develop mechanisms to present the SA tool assessment to WOAH's governing body for consideration;

WOAH's Strategic Roadmap on Diagnostics:
– Facilitate regulatory harmonization of diagnostic kits by creating a discussion platform with national regulatory authorities and the private sector to foster understanding of global regulatory mechanisms;
– Establish and lead an expert group to:
  • evaluate the necessity of a registration system for diagnostic kits,
  • define minimum reliability criteria,
  • ensure recognition and alignment of WOAH Reference Laboratories & Collaborating Centers involved in this initiative, including the development of validation training and guidance materials;
– Manage WOAH's register of diagnostic kits as required under the supervision of the Head of AMR & VP Department;
While executing these responsibilities, the incumbent will:
– Represent WOAH in the Project Steering Committee, which provides strategic guidance and reporting mechanisms;
– Oversee all project management aspects related to WOAH's deliverables within the initiative (i.e., planning, monitoring, engaging with partners, reporting, etc.);
– Contribute to the achievement of WOAH's strategic objectives, including scientific expertise, data governance, member support, partner cooperation, and organizational efficiency;
– Liaise with the Biological Standards Commission (BSC) and the Aquatic Animal Health Standards Commission (AAHSC), particularly regarding diagnostics;
– Undertake additional duties as assigned by the Head of AMR & VP Department or senior management.

Required Qualifications
– Advanced university degree in health sciences, public health, or a related field;
– Minimum of 5 years of professional experience in human and/or animal health sectors.

Technical Skills and Experience
– Strong background in regulatory environments (government, private sector, accreditation agencies);
– Excellent project management capabilities (planning, monitoring, reporting, team facilitation);
– Proven experience in an international context;
– Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

Interpersonal Skills and Experience
– Exceptional writing and editorial skills with the ability to distill complex technical discussions into clear reports;
– Strong communication skills in English (both verbal and written);
– Ability to collaborate effectively with multidisciplinary teams;
– Organizational awareness with the ability to prioritize and work under pressure;
– Operational thinking with a focus on achieving results;
– Experience working in a multicultural environment;
– Self-motivated with a commitment to quality outcomes.

Working Conditions
Type of contract: Fixed-term contract
Duration: 2 years renewable.
Salary: Competitive, based on qualifications and experience, exempt from local income tax + annual performance bonus.
The role may require extended hours at a computer and potential international travel.
