The successful candidate will be part of a team of data science experts and will be responsible for ensuring the proper coordination of the team on the creation and use of machine learning techniques (data science) to ensure that the tools used and produced by the PEReN are in line with the state of the art.
This will involve:
- Organizing the monitoring process within the team (technological and academic watch);
- Consolidating good practices in the development of data science tools to ensure their performance (raw performance, statistical tests, and error bars control) and their alignment with the PEReN's rules (minimization of personal or economic data);
- Ensuring the coordination and integrity of technical choices on projects to ensure consistency and harmonization between projects developed at the PEReN, as well as good mutualization between projects (notably during retraining or fine-tuning of models for PEReN-specific problems);
- Organizing and controlling the onboarding process of agents.
To achieve this, the candidate must demonstrate excellent listening and interpersonal skills to ensure the dissemination of good practices and detect any difficulties encountered by the team.
The successful candidate will also be responsible for ensuring that the IT resources (hardware and software) are aligned with the team's needs. They will participate in the definition of any potential evolutions of the PEReN's IT infrastructure in coordination with the systems administrators and the lead developer. They will also participate in the recruitment of team members.
Due to their technical expertise, the successful candidate may be called upon to provide technical expertise on new public policies, for example, through the technical analysis of new French or European regulations, participation in working groups or round tables, or the critical analysis of arguments put forward by digital platforms and the dissemination of technical elements to government members, parliamentarians, or the general public.
The successful candidate will play a key role in proposing projects to be included in the PEReN's roadmap and evaluating and following up on the allocation of resources to the pole. This requires a good understanding of the ecosystem of digital platforms and the missions of public regulators.
The successful candidate will directly manage various PEReN projects conducted jointly with other administrations, within dedicated project teams of 2 to 4 people. A project typically lasts 6 months. The successful candidate may, for example:
- Develop tools for analyzing recommendation mechanisms and phenomena of social media filters;
- Design data analysis bricks to identify the granularity of personal data collected by mobile applications;
- Conduct comparative analyses of algorithmic bricks exposed through different interfaces (website, Android mobile application, iOS mobile application) by the same digital platform.
To achieve these missions, the successful candidate will be responsible, with the other members of the project team, for collecting, analyzing, crossing, and exploiting relevant data. The projects are developed on the IT systems operated by the PEReN and are conducted by the team in its entirety.
