INTRODUCTION
In November 2021, UNESCO's 193 Member States endorsed the Recommendation on the Ethics of Artificial Intelligence. This initiative seeks to harness the benefits of AI while mitigating its risks. Nations globally are now implementing this Recommendation, with UNESCO providing essential support through various capacity-building initiatives, backed by partnerships with diverse donors.
The Digital Flanders Agency has initiated an Artificial Intelligence Expertise Center (AI EC) aimed at promoting and guiding AI adoption within Flemish public administrations. The AI EC's capabilities must be enhanced to effectively coordinate AI projects across these administrations, ensuring a robust, trustworthy, and ethical approach to AI integration.
ROLE OVERVIEW
The Consultant will operate under the guidance of the Assistant Director-General for the Social and Human Sciences Sector and will report directly to the Head of the Ethics of AI Unit at UNESCO Headquarters. As part of the UNESCO Ethics of AI Team, the Consultant will play a vital role in developing knowledge products and executing tasks that further the implementation of the UNESCO Recommendation on the Ethics of AI.
KEY RESPONSIBILITIES
Project Assessment and Development
1. Evaluate existing ICT infrastructure: Conduct a thorough assessment of current ICT systems, focusing on data management, cybersecurity, and AI components.
2. Create reference documentation: Develop comprehensive guidelines on data governance strategies relevant to AI, ensuring ethical standards and compliance with legal frameworks.
3. Design an AI-ready architecture framework: Inform the creation of a framework that outlines the necessary components for an AI-capable infrastructure, addressing risks and implications for public administrations.
4. Analyze reusable AI components: Provide recommendations on the feasibility of implementing reusable AI components within existing frameworks.
5. Pilot the architecture framework: Collaborate with stakeholders to validate the framework through practical applications, ensuring alignment with public administration needs.
ADDITIONAL TASKS
6. Engage with the Ethics of AI team: Actively participate in initiatives that connect the team's work with broader ethical and governance discussions related to AI.
7. Contribute to ongoing research: Support the team in research efforts, stakeholder presentations, and the preparation of various materials, including policy documents and reports.
QUALIFICATIONS
Education
• Advanced university degree (Master's or equivalent) in fields related to AI governance, ethical implications of technology, or data science.
Experience
• Minimum of five years of professional experience in ethical, legal, and governance aspects of AI at national or international levels. A PhD may be considered as relevant experience.
• Proven expertise in ICT infrastructure, particularly in AI technologies, data governance, and regulatory compliance.
Skills
• Strong understanding of AI's ethical and governance issues, with excellent knowledge of ICT infrastructure.
• Ability to produce high-quality policy-oriented analysis and documents.
LANGUAGES
• Proficient in English (spoken and written).
