The International Energy Agency (IEA) operates as an intergovernmental organization focused on promoting energy supply security, economic growth, and environmental sustainability through collaborative energy policies. Functioning autonomously within the OECD framework, the IEA seeks to engage with an expanding number of non-member countries that are increasingly significant to the global economy. The Agency aims to enhance the energy sector's contribution to economic development and environmental sustainability worldwide.

Since its inception in 2017, the IEA Clean Energy Transitions Programme (CETP) has evolved into the IEA's most substantial initiative, with an annual budget of EUR 20 million. This program provides advanced technical and policy support to governments in emerging and developing economies, whose energy policies are crucial for accelerating the global transition to a more sustainable and inclusive energy framework. The IEA delivers extensive analysis and policy guidance to its member and Association countries through multilateral platforms, notably the G7 and G20, producing a variety of presentations, reports, and outcome documents for high-level meetings. The IEA's expertise is increasingly sought to address global challenges such as energy security, clean energy transition, energy finance, and climate change. Effective planning and coordination within the IEA, particularly in relation to multilateral forums, is vital for the Secretariat.

The IEA is looking to recruit a talented and driven CETP Officer to assist in the IEA's engagement with multilateral forums, specifically the COP, G7, and G20. This role is situated within the Strategic Initiatives Office (SIO), which directly reports to the Executive Office, providing strategic direction for the IEA and overseeing several cross-cutting initiatives across the Agency. The successful candidate will collaborate closely with various teams throughout the IEA.

Key Responsibilities

Programme Management and Analysis
  • Facilitating the execution of work programs for the IEA's contributions to the COP, G7, and/or G20 agendas annually, working independently and collaboratively to ensure successful delivery of outputs and outcomes.
  • Generating inputs for analyses, reports, and commentary pieces.
  • Monitoring and reporting on deliverables promptly, both internally and to external stakeholders.
Communications and Briefing
  • Identifying opportunities to communicate the IEA's initiatives to influence international climate action and enhance global energy security, in alignment with the IEA's mandates.
  • Creating briefings for IEA management and member countries on strategic opportunities and policy priorities related to major multilateral forums.
  • Drafting speeches and other external communications for IEA leadership.
  • Producing content for the IEA website and social media platforms.
Liaison and Outreach
  • Collaborating with the COP, G20, and/or G7 host Presidencies each year, including assisting in the development of relevant work programs and ensuring their timely execution with teams across the Agency.
  • Contributing to the IEA's activities and outputs for the Presidency and strategically coordinating IEA efforts across annual multilateral schedules, as well as developing a multi-year strategic approach for each forum.
  • Engaging with IEA members regarding their priorities for multilateral energy and climate involvement, and assisting in the formulation of joint strategies.
  • Coordinating with relevant governments providing funding to the CETP for activities related to multilateral forums.
Qualifications

Academic Background
  • An advanced degree in physical sciences, engineering, economics, energy policy, political science, or other relevant fields.
Professional Background
  • A minimum of three years of relevant experience in energy or climate-related roles within public or private organizations, research institutions, or international organizations.
  • Demonstrated organizational skills, including the ability to work independently and meet strict deadlines.
  • Experience in planning and organizing meetings, workshops, and consultation processes.
  • Work experience in supporting, engaging, or representing in multilateral forums.
Communication and Languages
  • Exceptional written and verbal communication skills, including experience in developing and delivering presentations as well as creating reports for donors and other stakeholders.
  • Fluency in one of the two OECD official languages (English and French) and a commitment to achieving proficiency in the other. Knowledge of additional languages is advantageous.
Core Competencies
  • OECD staff are expected to demonstrate behaviors aligned with six core competencies, which will be evaluated during the hiring process: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
