THE SCIENCE, TECHNOLOGY AND INNOVATION DIRECTORATE
The Science, Technology and Innovation (STI) Directorate helps OECD Member countries build an environment conducive to translating science, technology and knowledge into innovation in order to support sustainable and inclusive economic growth.
The Data Flows, Governance and Privacy (DFGP) Division is responsible for developing and executing a vision and work plan for the OECD’s efforts in data policy, including data governance, data flows, data protection, privacy, and Data Free Flow with Trust (DFFT).
THE POSITION
STI is looking for a dynamic and experienced manager to head the DFGP Division. The selected person will have line management responsibility for the budget of the Division and for a large team of about 20 professionals and support staff. S/he will represent the OECD in international fora, synthesising and communicating key policy messages and findings.
S/he will help implement the OECD’s broader goals by working closely with staff responsible for other policy areas. S/he needs to be a skilled negotiator who thrives in a multidisciplinary and multicultural work environment, and has the capacity to provide strategic and intellectual guidance to a highly qualified international team.
Main Responsibilities
Management of the Working Party on Data Governance and Privacy (WPDGP)
- Manage the WPDGP and its functioning in accordance with the Organisation’s Rules of Procedure.
- Develop and steer the implementation of the programmes of work for WPDGP.
- Develop a strategic vision for this work in the context of the overall objectives of the Directorate and of the OECD.
- Formulate, implement and evaluate the work programme activities.
Representation, liaison and dissemination
- Represent the Directorate and the Organisation at internal and external meetings.
- Ensure co-operation and maintain close contacts with various stakeholders.
- Contribute to the effective dissemination of the work of the Division.
Leadership
- Lead and manage the staff of the Division, providing guidance and feedback on performance.
- Develop and maintain good teamwork and ensure effective work methods.
Budget management
- Manage the financial resources of the Division.
- Promote work programme activities to raise complementary funding.
Ideal Candidate Profile
Academic Background
- An advanced university degree in relevant disciplines.
Professional Background
- A minimum of ten years' experience at a senior level in relevant policy areas.
- Extensive knowledge of policy analysis relevant to the programmes of work.
- Experience in managing work programme projects and achieving targeted output results.
Languages
- Fluency in one of the two OECD official languages and a willingness to learn the other.
Contract Duration
- Three-year fixed term appointment, with the possibility of renewal.
Please note that the mandatory retirement age is 67.
