DeepOcean Africa is looking for an HSEQ Manager to join its Sète Office in France. The role is one of a management nature with a responsibility to ensure that the Health, Safety, Environmental and Quality function for the Africa region is managed and supported to provide effective support to the organisation.
The HSEQ Manager will report to the Africa Managing Director and will be responsible for Africa Regional HSEQ Personnel.
KEY AREAS OF RESPONSIBILITY
Meet the stated aims of company policies, external requirements of the Company and adopted third party certification schemes. Reporting on HSEQ performance and the continual development of the Business Management System for all company operations.
To ensure effective management of designated HSEQ personnel, including recruitment of new personnel where applicable.
To oversee and provide operational HSEQ support required for projects, operations and worksites within the Africa business.
To provide support to the Commercial tendering and bid process, in terms of HSEQ deliverables.
To provide a focal point and ensure HSEQ support is provided to operational worksites, ensuring standards are maintained and best practice is applied in all areas.
To liaise with relevant authorities and external third party stakeholders with regards to HSEQS matters.
Production, development and participation with the annual audit programme that fully encompasses all relevant functions and processes within the company and related organisations.
Support the management, implementation and maintenance of the Business Management System and Document Management System in goup and in relevant Africa business joint ventrues.
To bring to the attention of the Senior Management any deficiencies or urgent matters relating to compliance or potential breeches in legislation.
To continually promote and present the HSEQ culture and values at departmental, project and client level.
To ensure that HSE legislation applicable to company operations is understood and applied to ensure organizational compliance.
Implementation, support and development of Behavioural Safety Programmes.
KEY TASKS
Risk Management
To oversee and participate in project or site risk management processes in conjunction with project teams and site managers.
To oversee and ensure effective implementation of hazardous substance management systems.
Provide advice on specific hazardous working practices and necessary control measures.
To ensure resources are allocated to periodically review sample task risk assessments to confirm compliance and applicability.
To participate in tender / project risk review processes.
Operational / Project Support
Allocation of resources and provision of operational guidance relating to HSEQ requirements during tender, contractual, installation and construction phases.
Coordination of the support requirements to the Commercial tendering / bid process, ensuring all HSEQ information is accurately reviewed and submitted in accordance with client expectations.
Coordination, implementation and maintenance of all project HSEQ documentation in accordance with the Business Management System and client specific requirements.
Support with quality control activities and inspection visits identified in project specific procedures / plans.
Liaison with client / third parties / charterers and attendance at project meetings / client conferences / audits / inspections.
Participation in the development, review and continual improvement of the Business Management System.
Leading the internal and supply chain audit process, ensuring audits are managed and targets are delivered, including verification of internal auditors.
Liaison with Procurement Team to ensure a robust supplier pre-qualification scheme is managed and maintained.
Liaison with the Asset and Engineering functions to ensure equipment is audited and assurance for its use is verified for project readiness, in accordance with IMCA, Client and Company requirements.
Production of clear and concise audit reports and overseeing that corrective actions are effectively tracked and closed out.
Oversee, coordinate and process all HSEQ matters and support requirements from work sites.
Attendance at project specific operational and lessons learnt meetings both internal and external to ensure HSEQ issues are suitably addressed.
To liaise with local and national authorities with regards to HSEQS matters.
Develop and deliver HSEQ training courses as required.
Support the maintenance and development of the company Document Management System ensuring all management system documents and procedures remain valid and available to all operational areas.
Development and participation with the improvement of systems and processes where deficiencies have been identified.
To oversee and participate in the process for identification, recording, investigation and follow up of NCR’s and HSE related incidents.
