***THIS POSITION IS CONTINGENT UPON AWARDING OF A GOVERNMENT CONTRACT**
The contract will perform duties as the Physical Security Manager for the American Battle Monuments Commission (ABMC). ABMC employs over 500 USDH and LES staff working at 29 sites in ten countries worldwide. Unlike many USG agencies, the ABMC is an outward facing organization and most of our sites are publicly accessible with little or no visitor screening.
**Duties & Responsibilities**:
Duties for the Physical Security Manager include, but are not limited to, the following:
- Monitor the security for ABMC overseas employees at 29 sites in ten countries worldwide.
- Receive emergent threats and mitigation steps for ABMC staff from Regional Security Officers (RSOs) and informing leadership and cemetery staff of those threats and steps.
- Briefing ABMC senior staff on emergent threats and significant incidents impacting employee security, and messaging ABMC staff when and as appropriate.
- Provide daily security-related expertise for both senior staff and employees in each country of operation, provide in-depth consultation regarding security matters with site staff in individual remote locations. These include, but are not limited to the following:
- Relay performance issues regarding Local Guard Force to the applicable RSO for resolution.
- Provide guidance for response to visitor incidents
- Assist with security planning for special events
- Advise appropriate response and post incident mitigation after criminal acts of a nonviolent nature (burglary, theft, defacement of public buildings, etc.)
- Advise senior staff on various issues that involve host nation police interactions, security incidents, and other issues that impact the ABMC relationship with U.S. embassies and the host nation governments worldwide.
- Attend routine weekly staff meetings and provide updates on security incidents, threats, ongoing projects and other relevant information.
- Attend planning meetings for large projects that involve security concerns and make recommendations for installation of countermeasures.
- Attend the Emergency Action Committee meetings in Paris, France, with ABMC representative and advise on security related matters.
- Continue the coordination and processing of an agreement with the Department of State, Diplomatic Security Service regarding the adherence to OSPB and SECCA requirements for ABMC facilities worldwide.
- Attend planning meetings with ABMC representatives with both United States Government and host nation security and law enforcement officials. Relay ABMC requests for security assistance and installation of necessary countermeasures and facilitate discussions between Law Enforcement Officers (LEOs) and ABMC leadership. Monitor implementation.
- Provide security planning and recommendations for major events on ABMC sites involving high level VIPs up to and including POTUS events.
**Knowledge, Skills and Abilities (KSAs)**:
- Ability to provide clear, concise, and accurate written and verbal communication.
- Must have attention to detail.
- Skill in satisfactorily dealing with customers.

**Minimum/General Experience**:
- Active Top Secret Security Clearance
- Completed at least one full assignment as a U.S. Department of State, Diplomatic Security Service Special Agent, Regional Security Officer in a non-conflict zone country within the past ten years. European country experience in a country with an ABMC site presence greatly preferred. Multiple RSO tours greatly preferred.
- Expert level knowledge of Diplomatic Security emergency response and security procedures, Department of State physical security regulations, local guard force management, response to critical incidents, and large public event security planning.
- French language skill not required but preferred. Proof of recent French language proficiency required, if claimed.
