**Your Team**

The Office of the Special Representative raises awareness and visibility by actively communicating the Organisation’s work and the Secretary General’s priorities to governments, relevant international organisations, religious organisations in the member states, political leaders, influencers, and the general public in line with the European Convention on Human Rights and other relevant Council of Europe standards.

**Your Role**

**The Special Representative of the Secretary General on antisemitism, anti-Muslim hatred and all forms of religious intolerance (SRSG)** is entrusted by the Secretary General to carry out the following responsibilities:
Programme and Resource Management
- raise awareness and visibility by actively communicating the Organisation’s activities and the Secretary General’s priorities to member states, observer states, relevant international organisations, religious leaders and religious communities, influencers, civil society and the general public and enhance the Council of Europe’s regular dialogue with the abovementioned stakeholders by working closely with all relevant structures within and outside of the Organisation;
- ensure co-ordination of all major relevant administrative entities of the Council of Europe concerning all activities related to antisemitism, anti-Muslim hatred and all forms of religious intolerance, and co-operate closely with the institutions, bodies and mechanisms of the Organisation, including the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI) and the European Commission against Racism and Intolerance (ECRI), and contribute to developing comprehensive responses thereto;
- consolidate and enhance the Council of Europe’s activities on interreligious dialogue between religious leaders;
- prepare discussion papers, opinion editorials and strategic documents including proposals for action to be undertaken by the Council of Europe and represent the Secretary General in all relevant national and international fora and platforms (in particular the EU and the OSCE) and in dialogue with national authorities, including the relevant national co-ordinators.

Leadership and Staff Management
- lead and motivate staff in the Office of the SRSG;
- set specific objectives and provide guidelines; allocate roles and responsibilities; evaluate the performance of direct reports;
- facilitate internal communication; foster co-operation, team spirit and a harmonious working environment with a view to increasing efficiency.

Responsibility and Reporting
- report to the Secretary General on the results achieved.

Communication and Representation
- promote Council of Europe values internally and externally.

**Requirements to apply**

Academic background
- higher education degree or qualification equivalent to a Master’s degree (2nd cycle of the **Bologna process framework of qualifications for the European Higher Education Area**) in law, political science or a related field;
- very good knowledge of one of the Council of Europe official languages (English or French) and working knowledge of the other.

Professional background and expertise
- in-depth knowledge of the Council of Europe’s work in standard setting, monitoring and co-operation activities, including the case law of the European Court of Human Rights in the areas of the SRSG’s mission;
- substantial professional experience at senior level in the areas covered by the SRSG’s role;
- experience in managing teams, ideally in a multidisciplinary and multicultural environment;
- in-depth understanding of the political and geopolitical implications of work in these areas;
- good knowledge of other relevant international standards.

You must also:

- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
