Senior Regulatory Counsel

**Job Purpose**:Senior Regulatory Counsel - France, within the Citi France legal team **Key Responsibilities**: - Advise and represent, as member of the French Legal Department, on all regulatory and corporate governance matters across all business lines/products/functions of the French franchise (inter alia Markets, Banking and Capital Markets Advisory, Trade and Treasury Solutions, Securities Services, Private Bank, Compliance, Finance) as first point of contact within the French legal team and as support for the Country Counsel and the Western Europe Division Counsel. - Being involved in the dialogue with the local regulators and supporting trade association work. Part of this work is the identification and assessment of new EU and French regulatory rules with respect to their impact to the French franchise and the potential impact of French rules on Citi franchises outside of France. This includes, in particular, licensing questions, governance aspects, product specific regulatory queries, client asset topics, as well as (in co-ordination with the head offices of Citibank Europe Plc and Citigroup Global Markets Europe AG) regulatory filings and notifications. - Conduct day-to-day legal work for the French Legal Department on any legal issues addressed to the department from the French business and functions as well as from the businesses and functions outside of France if related to French law. While focus is expected to be on (new) rules and regulations and advice thereon, the position will also extend to transactional work on any non-regulatory issues as an integrated member of the French legal team. - Constantly monitoring and reporting on legal changes, new legal & regulatory developments and assist the Country Counsel in the preparation of presentations to the local and regional regulatory governance meetings and in any other committees focused on the identification and implementation of rules and regulations applicable to the French franchise. - Assisting Country Counsel on a regular basis with any internal control and monitoring duties (e.g. MCA tool for self-checking of compliance). - Assisting the Country Counsel and Western Europe Division Counsel in any aspects of the digital legal initiatives for France as well as advice on electronic signature. - Legal support on issues related to data protection and, potentially, labour law. - Work closely and cooperatively with the firm's (other) legal staff, particularly in Dublin, London, Frankfurt, the rest of Europe and New York. **Development Value**: - Become a trusted advisor to the business and legal colleagues in France and other jurisdictions as well as to the businesses outside of France on all aspects of French laws and regulations. - Understanding Citi's business model, its range of products, its global outreach and the legal and regulatory aspects associated herewith. **Person Specification** **Knowledge/Experience**: - Master 2 (or equivalent degree) in French law. - At least 8 years experience as a regulatory lawyer in the banking and financial sector. **Skills and Competencies**: - Capacity to learn, adapt and be polyvalent in a demanding environment. - Good communication with clients and within the team as well as with other internal functions. - Capacity to make decisions and to prioritise. - Capacity to solve problems efficiently and pragmatically. - Team spirit. - Ability to work under pressure. - Good knowledge of French banking and financial laws and French and EU regulations (knowledge of US regulations is a plus). - Strong ethics culture. - Sensitivity to client priorities. - Fluency in legal French and English (written, oral, drafting) is a must.**Job Family Group**: Legal - **Job Family**: General Legal - **Time Type**: Full time - Citi is an equal opportunity and affirmative action employer.
