The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

The International Affairs & Analysis Unit (L&D-IAA) aims at improving the CEB’s standing as an international financial and knowledge institution to sharpen the social mandate of the Bank and support its services in the fields of International Affairs and economic research.

The Loans & Social Development Directorate of the Council of Europe Development Bank (CEB) is looking for a **Research Analyst** for its International Affairs and Analysis Unit. S/he will report to the Head of Unit and work in close collaboration with colleagues in the Unit and more broadly across the Directorate and the Bank.

**KEY RESPONSIBILITIES**
- Conduct research and analysis on economic issues related to social development, using econometric and statistical models, and developing necessary analytical frameworks and empirical foundations. Draft reports and studies to address the social and economic policy interactions in specific sectors of relevance for CEB.
- Prepare analytical briefings, speaking notes and PowerPoint presentations on macroeconomic, EU and socioeconomic issues for the Governor and Vice-Governors. Present research results and provide findings to decision makers.
- Provide contributions to annual reports of the CEB and the Directorate, assessing the socio-economic impact of the Bank's projects.
- Contribute to external communication by making recommendations on pertinent events (workshops, fora, seminars) and assist in preparing for representatives from the Bank to participate in such events.
- Liaise internally, notably with the Executive Office, the Loans & Social Development Directorate, the Technical Assessment & Monitoring Directorate as well as with the Office of Evaluation.
- Liaise externally, e.g. with other international organisations and with relevant national institutions, to disseminate CEB research findings, exchange information and detect trends, new concepts, changes in policies and methods.
- Represent the Unit externally when and where appropriate.

**PROFILE**

**Academic background**:

- An advanced university degree in Social sciences, ideally Economics, Finance or Statistics.

**Professional background**:

- Minimum 3 years of relevant professional experience, ideally acquired in an international organisation, financing body or social science research centre.
- Experience in information seeking, research, consolidation of data, analysis, drafting of economic information, publications and synthesis.
- Proven ability to handle large data sets and produce accurate analysis.
- Strong capacity to use IT tools, including those related to data analysis and economic modelling.
- Sound knowledge of economics.
- Very good knowledge of international political, economic, social and cultural affairs.

**Language skills**:

- Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of one or more other Member State language(s) is an asset.

**EMPLOYMENT CONDITIONS**
- Initial 1-year contract with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.
- Grade and salary:

- A1 - A2
- Depending on level of experience, monthly salary range starts between 5,882.9 EUR and 7,517.11 EUR, plus allowances based on eligibility, exempt of French income tax.
- Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
- Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
