The Energy Program Specialist serves as the senior locally engaged staff (LES) and LES Team Leader for the Department of Energy (DOE) - U.S Organization for Economic Co-operation and Development (US-OECD) Office. S/he is also the USOECD Mission's chief LES energy policy/programs analyst and portfolio lead for assigned initiatives, including a wide range of secure, reliable and affordable energy issues of the International Energy Agency (IEA), OECD Nuclear Energy Agency (NEA), OECD, and other OECD-related bodies (collectively hereinafter referred to as "OECD bodies") that advance U.S. interests. These OECD bodies work at breakneck speed to drive global energy-related dialogues, frequently involving Minister-level participation, on critical topics and publish high-profile reports that shape decisions of world energy leaders. In this context, s/he delivers strategic analysis and provides high-quality assessments, including multilateral negotiating options and tactics. Operating with a high degree of independence and initiative, s/he manages assigned initiatives, frequently of a highly complex nature, and maintains contacts with senior leadership of OECD bodies and their member governments. S/he draws on expert knowledge of organizational dynamics to help shape U.S. negotiations. S/he supports VIP visits. S/he analyzes past, present, and likely future member state positions and views, and is a subject matter expert possessing advanced knowledge on complex substantive, procedural, and historical matters for OECD bodies. The incumbent is essential to implementing the office's mission and is expected to establish, maintain, and develop own extensive working relationships with the OECD energy community, including senior levels. Strong team building and exceptional communication skills are critical while keeping the Energy Attaché/DOE-USOECD Office Director closely informed and consulted.

Qualifications and Evaluations

Requirements:

All selected candidates must be able to obtain and hold a Public Trust (Low Risk-Non Sensitive) security clearance.

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.

Selected candidate must be able to begin working within a reasonable period of time (12 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:

EDUCATION: A master's degree in sciences, social sciences, business, international relations/ foreign affairs, or law is required.

Qualifications:

Experience: A minimum of three years of experience in energy, environmental policy, technology, business, or law, including experience with international or foreign policy matters, written research and analysis, project organization, and building contact networks. This experience must be of relevance to international or multilateral affairs and diplomacy, or energy/science/technology/economic/foreign policy is required.

Strong organizational skills, including event planning and project management. Creative and computer-savvy, with ability to quickly access and navigate open data sources for energy analysis.

Quick learner with strong analytical skills, able to grasp new information and plan.

Intuitive to the needs and preferences of supervisor.

Receptivity to feedback is essential to ensure his or her own work is well aligned with DOE-USOECD and leadership priorities to deliver desired outcomes.

Great reliance is placed on the accuracy of data, analysis, and recommendations developed independently by Specialist.

S/he possesses superior briefing capabilities and demonstrates excellent listening skills.

SALARY: the annual gross salary includes: the profit-sharing allowance, the vacation allowance, the bonus allowance and the "Comité d'Entreprise" allowance.

MEAL TICKETS: Meal tickets have a face value of EUR 8.25/day. 60% of the daily amount is paid by the U.S. Government. An employee contribution of EUR 3.30 per ticket will be deducted in payroll. The number of meal tickets is limited to 202 workdays per year.

TRANSPORTATION: Employees are eligible for a reimbursement of 50% of the cost of public transportation passes purchased for commuting purposes.

HOLIDAYS: The U.S. Missions in France observe eleven U.S. holidays per year and up to ten French holidays.

Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
